### BLUF

December closes two U.S. program gates and still does not close IOC: Wasp III wins BATMAV, and MQ-9 stores-management begins weapons-release testing. The year’s access changes that survive cutoff are Damadola’s public Predator language, COMACC early fielding, a named Reaper with seven airframes, a Hezbollah wartime UAV (three launched, three killed — Israeli/press tally), a Shenzhen COTS founding, and a contested Bajaur madrassa strike. None of that is MQ-9 IOC.

## 01. Wasp III selected for BATMAV — December 2006

## 02. MQ-9 stores-management weapons-release testing begins — December 2006

**Threat landscape.** The hunter-killer’s fourth critical technology is only now in release test — two years after Milestone B, nine months after COMACC demanded early fielding. Concurrency is no longer theoretical.
