## Executive read

### BLUF

December closes two U.S. program gates and still does not close IOC: Wasp III wins BATMAV, and MQ-9 stores-management begins weapons-release testing. The year’s access changes that survive cutoff are Damadola’s public Predator language, COMACC early fielding, a named Reaper with seven airframes, a Hezbollah wartime UAV (three launched, three killed — Israeli/press tally), a Shenzhen COTS founding, and a contested Bajaur madrassa strike. None of that is MQ-9 IOC.

## 01. Wasp III selected for BATMAV — December 2006

## 02. MQ-9 stores-management weapons-release testing begins — December 2006

**Threat landscape.** The hunter-killer’s fourth critical technology is only now in release test — two years after Milestone B, nine months after COMACC demanded early fielding. Concurrency is no longer theoretical.

**Intelligence assessment.** [Assessment — high confidence] December 2006 is the GAO-stated start of weapons-release test. [Assessment — high confidence] This is not IOC. [Inference — moderate confidence] Early-fielding aircraft will fly before SMS is mature.

Foster-Miller QinetiQ-owned since Nov 2004. Hezbollah wartime UAV with Israeli claim of Iranian Ababil supply (Newsweek). MTRS FRP 960-objective. ScanEagle 10,000 hours (Feb 2006). Katrina first claimed disaster small-UAV (Sept 2005). Navy UUV master plan (Nov 2004) with LMRS still thinly sourced (C3).

**Threat landscape.** The 2004–06 unmanned world is a wartime U.S. stack, a non-state Iranian-supplied UAV, a transatlantic robot duopoly, a sole-source hunter-killer, and a Shenzhen COTS seed. Those are different trust problems.
