September moved the cheap one-way UAV from a Ukrainian problem to a NATO Article 4 problem: 19 Russian drones entered Polish airspace on the night of 9–10 September, three were shot down, Tusk invoked Article 4, Rutte launched Eastern Sentry — and the same week Kyiv finally published Palianytsia’s jet-drone numbers at MSPO.

## 01. Palianytsia specs — a jet drone, not a slogan

**Verified record — [Fact — B1]** Militarnyi correspondents at the Ukrainian stand reported an updated Palianytsia model (revised wing and tail, longer fuselage) and the first public numbers: length 3.5 m, span 1.7 m, 320 kg, of which 100 kg is the warhead; range to 650 km at 900 km/h; altitude 15–500 m; single-spool turbojet after a solid-fuel accelerator; INS with satellite correction. Developers framed it against stationary land and sea targets at tactical depth. First claimed combat use remains 24 August 2024; Defense Express noted there is still no public wreckage photo confirming combat use. **Threat landscape.** Ukraine now advertises a 900 km/h one-way Act at a fraction of a Western cruise missile. That is a production bet, not a prototype tweet.

[Inference — moderate confidence] “Used in combat” is still an official sentence without a public airframe. [Uncertainty] Monthly output and engine origin (AI-PBS-350 has been alleged, not confirmed on the placard).

## 02. Night of 9–10 September — 19 into Poland

**Verified record — [Fact — A1]** Prime Minister Tusk, in the Sejm, with the President: 19 violations of Polish airspace through the night; three drones shot down, the last at 06:45 Wednesday; no basis to say Poland is “in a state of war”; the new fact is direction — a significant number came from Belarus, not as stray tracks out of Ukraine. Article 4 of the North Atlantic Treaty requested. Tusk linked the timing to upcoming Zapad exercises (from 12 September) and announced the Belarus border would close. ## 03. SHAPE: first Allied-airspace engagement of the war

**Verified record — [Fact — A1]** NATO spokesman Col. Martin O’Donnell and SHAPE described the response as the first time NATO aircraft had engaged potential threats in Allied airspace. Polish and Dutch jets intercepted, with Italian, German, and NATO multinational support. Secretary General Mark Rutte said allies denounced Russia’s “reckless behaviour,” that the violation was not an “isolated incident,” and that NATO would “defend every inch.” Russia’s defense ministry said no targets on Polish territory were planned and that the drones used in Ukraine have a range of no more than 700 km. ## 04. Eastern Sentry — 12 September

**Verified record — [Fact — B1]** NATO Secretary General Mark Rutte announced Operation Eastern Sentry to protect the eastern flank in the following days, with forces from Denmark, France, the United Kingdom, Germany and others. Public force package included two Danish F-16s and an air-defense frigate, three French Rafales, and four German Eurofighters. Rutte: “Although the immediacy of our focus is on Poland, this situation transcends the border of one nation.” The construct was described as flexible, on the model of Baltic Sentry. ## 05. Replicator, one week later — “successful transition,” lingering questions

**Verified record — [Fact — B2]** DefenseScoop’s 3 September piece is the first full public argument that Replicator 1 delivered hundreds, not the “multiple thousands” of the 2023 sentence, and that DIU is calling the handoff a success. It is a September publication of an August story; the new fact this month is that the shortfall is now mainstream defense-press consensus, not an insider quote.
