September’s job is to hold the three-track U.S. Control Fabric (Army ban / commercial certificate / hobbyist anonymity) without stealing October’s wreckage or December’s statute.


## Three-track America, month two

By 30 September the United States is simultaneously (1) an Army that has bagged DJI batteries, (2) a civil market that certificates Part 107 remote pilots on the same OEM’s cousins, and (3) a hobbyist NAS that *Taylor* stripped of mandatory numbers. That split is the September trust pattern. It does not require a new crash to be the month’s BLUF.

Later DARPA language that Sea Hunter finished a COLREGS trio “through September” is acknowledged as a 2018 sentence and is not upgraded to a September 2017 Fact. The 1 October MQ-9 is tomorrow’s wreckage.
