### BLUF

Air Combat Command asks for MQ-9 early fielding this month. That is the access change: a development program is being bent into a 2007 combat date, two years early, by a four-star request — not by a completed test program. IOC is still not this month and not this year.

Ronald Keys’ request to figure out how to get the MQ-9 out faster, ASC and ACC came up with a way to field the system two years earlier than originally planned.
