## Executive read

### BLUF

After Fallujah I, the unmanned layer does not demobilize. The access change this month is persistence without a decision: ISR orbits, small UAS, and EOD robots remain the way the force sees Anbar and Afghanistan, while MQ-9 is still a development program and Pakistan’s tribal areas are still officially a Pakistani-helicopter problem.

## 01. Continuing theater ISR after Fallujah I

Lamartin’s March inventory (Predator 7,000+ Iraq hours, four Iraq orbits plus Afghanistan, Shadow/Hunter, Pioneer, Raven buy, Dragon Eye) is still the last official public force picture. ## 02. Dragon Eye FRP window closes without a fetched delivery notice

**Verified record — [Fact — A1]** The official schedule put first FRP Dragon Eye in spring 2004. Spring has ended. No May 2004 Marine Corps or manufacturer acceptance notice was fetched. **Threat landscape.** If FRP slipped, battalions keep flying prototypes. If it landed, the Marine small-UAS fleet just standardized. Either way the downlink and airspace problem scales.

**Intelligence assessment.** [Uncertainty] Delivery this spring is unconfirmed in fetched primaries. [Assessment — moderate confidence] Prototypes remain the certain in-theater fact.

**Opportunity.** NAVAIR PMA-263 acceptance reports.

**LRRK relevance.** Passport. Schedule windows that close without a primary are recorded as gaps, not as successes.

## 03. MQ-9 remains in development — fifth airframe still a June event

**Threat landscape.** No IOC. The risk this month is analytic: treating a development program as a combat orbit.

**Intelligence assessment.** [Assessment — high confidence] Not fielded. [Inference — moderate confidence] Production concurrency pressure will start as soon as ACC asks for early fielding (that request is 2006, not 2004).

**Opportunity.** Track SDD test points, not deployment rumors.

**LRRK relevance.** Watch. Reaper is a 2004–2006 development story. Do not date IOC early.

## 04. Ground robots: SWORDS is a test article, not a deployed shooter

*Event / publication dates: ARDEC/USASOC modular payload demo 14–17 July 2004 is still ahead; SWORDS public AP piece is January 2005.*

**Verified record — [Fact — B2]** GlobalSecurity TALON page records a 14–17 July 2004 Avon Park demonstration of modular payloads including live fire from a TALON-based armed system, and states that as of late 2004 four SWORDS existed and 18 were requested for Iraq. **Threat landscape.** Arming the EOD chassis changes the trust model from “robot takes the blast” to “robot takes the shot.” That is not a May 2004 fielded change.

**Intelligence assessment.** [Assessment — high confidence] EOD TALON/PackBot are the acting ground systems this month. [Uncertainty] SWORDS inventory in May is unpublished. [Inference — low-moderate confidence] Picatinny work is underway.

**Opportunity.** Do not file SWORDS as in Iraq.

**LRRK relevance.** Lab / Kestrel. Weaponized UGV is a test signal, not a combat signal.

**Confidence.** High on EOD use; high that SWORDS is not confirmed in Iraq this month.

## 05. Undersea: still waiting on a public master-plan update
