**Verified extract — [Fact — B1]** Folha reported that two weeks earlier an OrbiSat–Savis consortium, both Embraer companies, won the initial Sisfron (Sistema Integrado de Monitoramento de Fronteiras) phase against Andrade Gutierrez and others. The Paraguay/Bolivia pilot was valued at US$1 billion; the full 11-country system at R$12 billion; equipment to include vants. OrbiSat technology director João Moreira Neto said vant implantation is a later phase. OrbiSat already had Sarvant, developed for civil mapping before Embraer’s acquisition the previous year, with Finep support and a claimed R$20 million annual civil market. Embraer was studying whether Sarvant fits the military use. Moreira said Harpia (also Embraer) might buy OrbiSat’s radar, AGX’s autonomous system and Aeroálcool’s airframe. Santos Lab would build smaller vants; Harpia the larger. Harpia was formed in 2011 with a minority stake from Israel’s Elbit, maker of Hermes 450 used by Brazilian military for test and training, with technology transfer.
