January industrialized cheap one-way Act faster than trusted Sense could be bought: Shahed-131/136 night raids forced NASAMS/IRIS-T intercepts, GUR started a 1,000-FPV flotilla, UNITED24 contracted 1,600 airframes, and DIU closed Blue UAS 2.0 on a $35 million shoestring — the trust failure is cost-asymmetric intercept plus a still-thin cleared-list market.

## 02. GUR Kryla — 1,000 FPV as a strike group

**Threat landscape.** Racing-hobby airframes become one-way Act at squad scale. No Blue-list, no Remote ID, no export-control story — just a bank account and a 10 km video link.

## 03. UNITED24 Army of Drones — 1,600 contracted

**Verified record — [Fact — B1]** Deputy PM / Digital Transformation Minister Mykhailo Fedorov at “UAV Production: Opportunities and Challenges” (Kyiv, 14 January): Army of Drones (UNITED24) has contracted “almost 1,600 drones worth UAH 3.3 billion” in seven months; some Ukrainian-made; 83 Mavic, Matrice, Autel sent to Bakhmut. ## 05. Wallace — dozens of UAS, £20 million, for Ukrainian artillery
