## 01. SBU names Alabuga’s director for 13,000 Geraniums

**Verified record — [Fact — B2]** Ukraine’s Security Service said it had, in absentia, notified Timur Shagivaleev — general director of JSC “Special Economic Zone of industrial production type Alabuga” — of suspicion for organizing mass production of Geran-type attack UAVs, the Russian version of the Iranian Shahed, and for supplying more than 13,000 of them to Russian forces. The stated Criminal Code articles are complicity in waging an aggressive war. Production at the Tatarstan site was placed in 2023. **Threat landscape.** The one-way Act factory has a named civilian manager and a five-digit output claim. That is a production-war fact, not a battlefield anecdote.

**Intelligence assessment.** [Assessment — high confidence] SBU made the allegation on 1 February. [Inference — moderate confidence] “More than 13,000” is an investigative figure, not a satellite count. [Uncertainty] Current monthly rate and the Gerbera decoy share.

**Opportunity.** A contemporaneous satellite or customs series that independently bounds Alabuga output.

**LRRK relevance.** Campaign / Passport. A Watch ledger this month needed the plant manager, the SEZ legal person, and the 13,000 figure as a claim — not as a confirmed inventory.

## 02. Taipei signs three NASAMS for the capital

**Verified record — [Fact — A1]** The Ministry of National Defense said Taiwan signed a NT$24.99 billion (US$761 million) procurement with the United States for three National Advanced Surface-to-Air Missile Systems. The Defense Mission to the U.S. and the American Institute in Taiwan are the parties. Contract performance runs 14 January 2025 through 31 December 2030. ## 03. Baykar–Indonesia: 60 TB3, nine Akıncı, a factory

*Event / publication dates: 17 February 2025, during Erdoğan’s Indonesia visit*

**Verified record — [Fact — B1]** Baykar signed with Indonesian firm Republikorp for procurement of 60 Bayraktar TB3 and nine Bayraktar Akıncı UCAVs and for a joint venture to manufacture, assemble, and maintain UCAVs in Indonesia. Baykar is to provide manufacturing expertise, technology transfer, and training; Republikorp is to handle regulatory compliance, infrastructure, local certification, and integration into Indonesia’s defense ecosystem. **Threat landscape.** Export-plus-factory is the Baykar model: Act capacity leaves Turkish soil.

[Inference — moderate confidence] TB3’s short-deck / STOBAR story is an Indo-Pacific naval Act bid, not just an army UAV sale. ## 04. Houthis fire SAMs at an F-16 and an MQ-9 — and miss

*Event / publication dates: 22 February 2025 Reuters, citing two U.S. officials*

**Verified record — [Fact — B1]** Two U.S. officials told Reuters the Houthis had fired surface-to-air missiles at a U.S. F-16 and an MQ-9 Reaper earlier that week and missed. On 13 February Abdul-Malik al-Houthi had said the group would resume attacks if Israel and the United States carried out a plan to move Palestinians from Gaza. The mid-January shipping pause was already a political object, not a verified disarmament. ## 05. Shovkopryad — a fiber-optic module for every hull

*Event / publication dates: 28 February 2025 Unmanned Systems Forces / Militarnyi / Euromaidan Press*

**Verified record — [Fact — B1]** Ukraine’s Unmanned Systems Forces introduced universal fiber-optic modules named Shovkopryad (“Silkworm”) for integration into air, ground, and maritime drones. Field tests were underway. Militarnyi reported FPV drones with the module keep maneuverability and cover more than 20 km; crews said they did not feel a difference versus radio-controlled models. Two kamikaze versions were described — one with an integrated warhead, one with a battery for endurance. China remained the main cable supplier; Ukrainian factories were spooling locally. Separately, U.S. firm Vermeer was integrating an optical-navigation module (cameras, compute, preloaded 3-D terrain) on 40–50 Ukrainian drones, per CEO Brian Stream. **Threat landscape.** The anti-jam fix is now a bolt-on, not a special airframe. Ground robots and boats inherit the same Control Fabric.

**Intelligence assessment.** [Assessment — high confidence] USF put a named module on the public ledger this month. [Inference — high confidence] 20 km is the new advertised FPV fight, not 5–10 km. [Uncertainty] How many modules are in serial issue versus demonstration.

**Opportunity.** A USF issue-quantity or a captured Russian equivalent spool-length.

**LRRK relevance.** Control Fabric / Lab / Sense-Move-Act. Passport this month is “which guidance path” — fiber, radio, or visual-inertial — not “which quadcopter.”

**Confidence.** High on the module’s existence and the 20 km claim as stated; moderate on combat share.
