**Verified extract — [Fact — B1]** An editorial on page 4A of the Alamogordo Daily News, reprinted from the Las Cruces Sun-News, argued that drones are a needed vehicle to observe activities along the border with Mexico and report suspicious activities to authorities. After "solid urging from area congressmen," unarmed Predator drones were "now observing this area of the border, not just Arizona as in the past." The editorial defined a drone as an unmanned aerial vehicle that flies at high altitudes and is remotely piloted from the ground, and said the drones used here are not armed. It recalled that on Nov. 2, 2001, retired Lt. Gen. Ed Baca, former chief of the National Guard Bureau, discussed UAVs in support of homeland security at the third annual UAV Symposium at New Mexico State University, and that NMSU's Unmanned Aerial Systems Technical Analysis and Applications Center was established in 1999 to promote safe integration of UAS in the national airspace system. "Deploying drones with their state-of-the-art sensors just plain makes a lot of sense."
