### BLUF

October’s kinematic pressure was manned mass and a standing unmanned export picture: PLA aircraft set a one-day ADIZ record against Taiwan, and the August Bellingcat Semera file — two airframes consistent with Iranian Mohajer-6 plus a GCS — remained the best public evidence that Addis had bought a cheap Act capability for Tigray.

**Verified record — [Fact — B2]** Bellingcat (17 August): Planet SkySat 2 August of Semara Airport plus Abiy visit photos; two drones; GCS overlay matches Iranian feeds more than Chinese/Turkish/US; wing/nose/gear consistent with Mohajer-6; possible missile shape; “strong indication” but “higher quality imagery would be needed to state anything conclusively.” Iranian cargo flights to Ethiopian bases in July–August flagged by flight trackers; one aircraft previously IRGC-linked (US Treasury 2020); cargo unknown.
