September was a definitions-and-deliveries month: the EAR gained formal MTCR “Range” and “Payload” definitions on the 18th, Raven Block II (the launch-and-stability fix) was first delivered, and CRS’s April forecast that the first production Global Hawk would arrive in September came due — while Oceans 2003 papers were about to dump two years of REMUS UOES into the engineering record.

**Threat landscape.** A state that flies circles to claim an 80 km “range” loses that argument under this definition. So does an exporter who says the datalink limits the vehicle to 50 km.
