## Executive read

### BLUF

The public MTRS story lands this month (22 June Navy NewsStand), converting a 31 May board decision into a joint production narrative with a 960-system target. The access change is official: EOD robots are no longer an urgent COTS scramble in the press — they are a program of record. The trust failure is still the OCU.

### Key judgments

1. **[Assessment — high confidence]** NNS050622-07, 22 June 2005, is the primary public FRP document.
2. **[Assessment — high confidence]** The story explicitly says 2004 urgent buys already met CENTCOM and that MTRS is the long-term worldwide EOD need.
3. **[Inference — moderate confidence]** “Two-man portable” plus “in the event of an explosion, the robotic vehicle is positioned to take the damage” is the official Sense-Move-Act theory of the case.

### Analytic labels

- **Fact** — verified reporting or primary record
- **Assessment** — analytic judgment
- **Inference** — reasoned but not directly observed
- **Uncertainty** — unresolved information gap

### Source grades

- **A1** — authoritative primary record / directly confirmed
- **B1–B2** — generally reliable and corroborated
- **C3** — useful but requires caution

## 01. Navy NewsStand publishes the MTRS FRP — 22 June 2005

*Event / publication dates: 22 June 2005, 11:43 AM, story NNS050622-07.*

**Verified record — [Fact — A1]** Full text fetched. FRP 31 May; Landay ARB; Stuart quote; Talon IV and PackBot EOD; 461/205/154/140 = 960; recon of danger areas and suspected IEDs; disrupt and disable UXO/IED; robot takes the damage; used extensively in Iraq and Afghanistan; 2004 CENTCOM fill; complements urgent buys; modular; Mk 3 RONS mentioned as larger UGV; OSD Joint Robotics Program membership; PMS EOD under PEO LMW; NAVEODTECHDIV Indian Head design agent. Source: https://www.globalsecurity.org/military/library/news/2005/06/mil-050622-nns02.htm

**Threat landscape.** Joint service EOD now has a production path. Interoperability is promised by modularity, not by a common controller in this text.

**Intelligence assessment.** [Assessment — high confidence] This is the June primary. [Inference — moderate confidence] 960 is an objective, not an on-hand.

**Opportunity.** Track actual orders against 960.

**LRRK relevance.** Passport. File the 960 table as objective.

**Confidence.** High.

## 02. Mid-year air: ScanEagle about to go Navy; Raven still the Army small-UAS

*Event / publication dates: Navy ScanEagle hours begin July; Raven buy continuing.*

**Verified record — [Fact — A1]** Boeing: Navy deployed since July 2005. Lamartin: 185 Raven systems. Sources already cited this year.

**Threat landscape.** July will add shipboard small-UAS hours to land hours.

**Intelligence assessment.** [Assessment — high confidence] June is the last Marines-only ScanEagle month.

**Opportunity.** ESG embark messages.

**LRRK relevance.** Watch.

**Confidence.** High.

## 03. MQ-9: halfway through a two-year SDD, still not a combat system

*Event / publication dates: Milestone B February 2004; early fielding is March 2006.*

**Verified record — [Fact — A1]** No June 2005 IOC. Source: https://www.globalsecurity.org/military/systems/aircraft/mq-9-program.htm

**Threat landscape.** Analytic error risk remains.

**Intelligence assessment.** [Assessment — high confidence] Not fielded.

**Opportunity.** SMS.

**LRRK relevance.** Watch.

**Confidence.** High.

## 04. DOT&E Shadow picture (FY05 report) — hours, not a June event

*Event / publication dates: DOT&E FY05 Shadow report states “as of July 2005” 36,963 hours / 9,265 OIF sorties; FRP December 2003; two product improvements including TCDL and GPS/INS.*

**Verified record — [Fact — B1]** The FY05 DOT&E PDF (GlobalSecurity copy) gives July 2005 cumulative hours. It is a fiscal-year report, not a June press release. Mishap rate three per 1,000 flight hours. Block 1B endurance 5 to 6.7 hours; TLE improved from >200 m at IOT&E to 80 m. Use as a near-cutoff official snapshot, labeled. Source listed: https://www.globalsecurity.org/military/library/budget/fy2005/dot-e/army/2005shadow.pdf (search; full PDF not separately fetched — grade B2).

**Threat landscape.** Shadow is now a high-hours, non-trivial mishap system with a datalink upgrade in progress.

**Intelligence assessment.** [Assessment — moderate confidence] Order-of-magnitude hours are official. [Uncertainty] PDF body not fully fetched.

**Opportunity.** Fetch the DOT&E PDF.

**LRRK relevance.** Watch / Control Fabric (TCDL).

**Confidence.** Moderate.

## 05. Undersea: mid-year, still waiting on LMRS at-sea

*Event / publication dates: Oklahoma City launch September 2005 in later reporting.*

**Verified record — [Fact — B2]** No June 2005 LMRS public trial fetched. Master plan is the strategy document.

**Threat landscape.** Heavyweight UUV still paper-plus-lab.

**Intelligence assessment.** [Assessment — moderate confidence] Negative month.

**Opportunity.** USS Oklahoma City schedule.

**LRRK relevance.** Watch.

**Confidence.** Moderate.

## Forward indicators

Ranked watchlist as of the collection cutoff (what a 2005 Watch desk would have monitored next).

1. First Navy ScanEagle hours (July).
2. USMC ScanEagle renewal (July).
3. Katrina (August) UAV/robot tasking.
4. LMRS (September).
5. iRobot S-1 (30 September) and IPO (November).

> **Collection integrity.** NNS story fully fetched. DOT&E Shadow PDF not fully fetched; hours treated cautiously. 960 is objective.

*LRRK — security assurance for systems that sense, move, and act.*
