November put two cheap-Act problems on one map: Tigrayan columns drove south toward Addis while the federal government was widely assessed to be buying time with imported UAS, and Russian force posture opposite Ukraine made TB2 and Javelin the winter conversation in Kyiv — neither theater had a U.S. extra-theater playbook to offer.
