### BLUF

Year-end 2005, read honestly: MTRS is a program of record, ScanEagle is two-service, Raven is a brigade TOE item, iRobot is public, CRS has a $2.1 billion FY05 figure — and MQ-9 is still not in combat. The access change for the year is industrialization of last year’s emergency. The trust failure is that small UAS and EOD robots still do not have a common control fabric.

**Threat landscape.** The unmanned industrial base is public, transatlantic, and sole-sourced at the high end. Shenzhen COTS UAV is not yet a 2005 fact.
