September delayed the U.S. digital licence plate and opened a dry dock: FAA pushed Remote ID operator enforcement to 16 March 2024 because modules and FRIAs were not ready, Russia said Ukraine hit Sevastopol Shipyard with 10 cruise missiles and three sea drones (two ships damaged, 24 hurt), and the Pskov Il-76 raid showed deep-rear UAV Act — the trust failure is identity deferred and a fleet that cannot hide in a yard.

## 02. Sevastopol Shipyard — missiles and three sea drones, 13 September

Russian MoD: 10 cruise missiles at the yard, three sea drones at Russian ships; seven missiles shot down, all sea drones destroyed; some missiles damaged two ships being repaired. Razvozhayev: fire, 24 injured, photo of burning yard. RBC-Ukraine / Russian channels: amphibious landing ship and a submarine damaged. MoD: ships will be fully repaired. **Verified record — [Fact — B2]** Widely reported 30 August drone attack on Pskov/Kresty damaged Il-76 transports. This filing does not treat Budanov’s 1 September “launched from inside Russia” line as independently fetched here. Use as a Watch item: deep-rear UAV Act against transport aviation is now a public type. (If a later desk fetches BBC 1 September, upgrade.)

**Threat landscape.** Transport aircraft on a ramp 700 km from the border are in the cheap-UAV problem set.
