**Verified extract — [Fact — A1]** Local 2 Investigates reported the Montgomery County Sheriff's Office in Conroe paid $300,000 in federal homeland-security grant money and on Friday received a ShadowHawk unmanned helicopter from Vanguard Defense Industries of Spring. A laptop flew the 50-pound chopper; a game-like console aimed a camera and infrared sensor. Sheriff Tommy Gage said it could hunt fleeing criminals, assess active-shooter scenes, and watch drug shipments, and would not be used "to be invading somebody's privacy" or for speeding tickets. Operators named were Sgt. Melvin Franklin (licensed pilot) and Lt. Damon Hall (crime lab / SWAT). Vanguard CEO Michael Buscher said this was the first local law-enforcement sale and that the airframe could carry less-lethal Taser or "stun baton" bean-bag systems: "You have a stun baton where you can actually engage somebody at altitude with the aircraft." Gage had no immediate plans to weaponize. FAA spokesman Les Dorr said Montgomery County was the first local-police COA in Texas. GAO author Gerald Dillingham told Local 2 that 65 percent of military drone crashes were mechanical and that a lost link could put an uncontrolled aircraft into something on the ground or another aircraft. Franklin said GPS waypoints and 30-knot speed made it unsuitable for pursuits. The piece recalled Local 2's 2007 secret HPD drone test, later scrapped by Mayor Annise Parker.
