GAO this month told Congress that DOD cannot see, coordinate, or measure its own unmanned ISR—the trust failure is not a missing airframe but a missing joint picture—while surge operations keep adding sensors to the same congested links.

## 01. GAO-07-836 — no joint picture, no joint metrics

**Verified record — [Fact — A1]** GAO-07-836, *Unmanned Aircraft Systems: Advance Coordination and Increased Visibility Needed to Optimize Capabilities*, report to HASC Air and Land Forces (Abercrombie/Saxton). Findings: (1) services have TTPs (August 2006) and a Joint CONOPS (March 2007), but no DOD-wide advance coordination—CENTCOM’s 30-day/15-day FMV notice is not always followed; (2) JFCC-ISR and JFACC lack visibility into all national, allied, and tactical ISR, producing duplicative taskings (GAO’s Predator-plus-Hunter example); (3) metrics are limited to quantitative “targets planned versus collected,” and post-mission feedback is inconsistent. Funding: $363 million FY2001 to $2.23 billion FY2007; $2.54 billion requested FY2008. **Threat landscape.** The physical risk is two full-motion-video airframes on the same target while another unit goes blind—and saturated frequencies delaying missions. The trust failure is organizational, not aerodynamic.

## 02. Warrior Alpha as the coordination case

## 03. 432nd Wing / Reaper — still no combat primary
