**Verified extract — [Fact — B1]** Jim Reed (BBC Newsnight) reported U.S. military aircraft had gone from under 5 percent unmanned a decade earlier to 40 percent. U.S. Congress that year gave the FAA until September 2015 to open airspace to drones; the UK CAA told Newsnight large unmanned drones could fly in British skies by the end of the decade. CAA had issued 120 permits for small lightweight drones. Gerry Corbett (CAA) compared the state of unmanned technology to manned flight in 1918/early 1920s. Five UK police forces had tested small drones; only Staffordshire still used one. Kent Police had signed a UK/France/Netherlands deal for an unmanned aircraft to monitor English Channel shipping. Small ~2 m wing drones were already photographing farmland. DHS was already using unarmed Predator variants on the Mexican border. FedEx was looking at unmanned cargo. FAA expected 10,000 unmanned commercial aircraft in U.S. skies by 2017. BAE-led consortium had almost £31m regional funding; £17m had gone to Aberporth, west Wales, as Europe’s first civilian-drone test centre. CAA would not approve drones larger than 20 kg in UK airspace until detect-and-avoid was proven.
