The new U.S. administration inherited an unarmed CIA/USAF Predator hunt that had already seen a man matching Bin Ladin’s signature over Tarnak Farms, a Big Safari effort to hang Hellfire on that airframe, and a statutory push to make a third of the deep-strike fleet unmanned — while the kill chain still ran through hours of cruise-missile latency and unresolved legal control.

## 01. Unarmed Afghan Eyes parked for winter after 15 denied-area sorties

**Verified record — [Fact — A1]** GlobalSecurity’s later compilation of the CIA “Plan — Armed Predator” record states that between September and December 2000, with Air Force crews and an interagency operations and analysis team, CIA flew an unarmed Predator on 15 reconnaissance missions over Afghanistan. The Taliban detected the aircraft and launched interceptors; the Predator still returned imagery useful to the foreign intelligence collection program. During two missions the Predator may have observed Usama bin Ladin; in one case sources indicated he would be at Tarnak Farms, and the next day the aircraft imaged a tall man in white robes with a physical and operational signature fitting Bin Ladin, with a group of about 10 people paying respects. With the onset of bad weather in December 2000, operations ceased for the winter and the aircraft were returned to the United States; planning for a second deployment began almost immediately. **Threat landscape.** A denied-area sensor that can be seen and chased by interceptors, then withdrawn for weather, creates a trust failure at the last mile: the target’s location is perishable and the strike system is still a cruise missile hours away.

[Inference — moderate confidence] The Tarnak Farms image, even if not facial-quality, was already being treated inside the interagency as a near-identification. ## 02. Static Hellfire on Predator 3034 — first recorded ground firing of the pairing

**Verified record — [Fact — B1]** The National Air and Space Museum object record for General Atomics MQ-1L Predator A (inventory A20040180000), air vehicle later associated with number 3034, states that the first static firing of a Hellfire occurred on 23 January 2001, with airborne Hellfire trials beginning in February. The same airframe is identified as one of the first three UAVs to fly operational missions over Afghanistan after 11 September 2001, the first Predator to test-fire Hellfire, and the first UAV to fire Hellfire in combat. **Threat landscape.** Mounting an Army helicopter anti-armor missile on a reconnaissance airframe that was never designed for weapons carriage moves the trust boundary from “see and cue a bomber” to “the sensor can kill.” Physical consequence is a new remote-fire architecture whose fuzing, designation, and command authority were still unproven.

**Intelligence assessment.** [Assessment — high confidence] Big Safari and General Atomics were already past paper studies by late January. [Inference — moderate confidence] CIA officers watching the USAF arming program (as later described in the same GlobalSecurity compilation) treated this static shot as the enabling step for a timely Bin Ladin option. [Uncertainty] The museum record is a later institutional history; no January 2001 press release was opened that quotes the static-fire telemetry.

**Opportunity.** Range instrumentation, missile lot numbers, and the written decision that an AGM-114C could be fired from a Predator hard point would have been the Control Fabric artifacts.

**Threat landscape.** A statutory demand for unmanned deep strike, issued before an armed Predator had flown, pulls industrial and service investment toward remote combat air vehicles whose legal and C2 regimes were still analog.

**Intelligence assessment.** [Assessment — high confidence] As of 31 January 2001 the incoming Pentagon was bound by a congressional unmanned-combat vector independent of the CIA hunt. [Inference — moderate confidence] Sec. 221’s Global Hawk language and Sec. 220’s UCAV/ground-vehicle pairing show Congress already saw air and ground robots as one portfolio. ## 04. Navy UUV Master Plan still the governing undersea roadmap

**Verified record — [Fact — A1]** DTIC records the Navy Unmanned Undersea Vehicle Master Plan as prepared at the request of the Assistant Secretary of the Navy for Research, Development and Acquisition, outlining development pathways for the next decade, with four signature capabilities and a programmatic roadmap. A related PACON 2001 paper (DTIC ADA422138) states the April 2000 study looked ahead 50 years and identified ISR, mine countermeasures, tactical oceanography, communications, navigation, and anti-submarine warfare, and recommended multiple inexpensive small vehicles rather than fewer large expensive UUVs, targeting a future 6–12 inch standard interface. **Threat landscape.** Port and littoral mine warfare remained a physical barrier to forced entry. The Master Plan’s shift toward small, cheap, laptop-run vehicles changes who can field a mine-hunt capability — and who can lose or copy one.

**Intelligence assessment.** [Assessment — high confidence] REMUS-class work at Woods Hole, already in Navy field evaluations, sat inside this Master Plan logic. [Inference — moderate confidence] January 2001 was a valley month: the plan was approved, Hydroid’s commercial spinoff was forming that year, but no new public shoot-off closed this month. ## 05. Hunter wintered out of the Balkans; Pioneer and Pointer remained the tactical inventory

**Verified record — [Fact — B2]** CRS Report RL31872 (opened in full) records that the Army operated Hunter in the Balkans from 1999, that Hunter cannot fly in bad weather and was sent home each year once the winter season began, and that Pioneer (Navy/Marine Corps, Israeli-origin, AAI) and AeroVironment’s FQM-151 Pointer were the other tactical systems then in U.S. inventory. Hunter is a TRW/Israel Aircraft Industries product; Pioneer had already been used in Desert Storm for battleship spotting. **Threat landscape.** Tactical ISR in the Balkans was weather-limited and still a manned-unmanned mix. The industrial fact that the Army’s corps-level UAV was an Israeli airframe under U.S. sustainment is a supply-chain and ITAR fact, not a combat event this month.

**Intelligence assessment.** [Assessment — moderate confidence] January 2001 was a thin combat month for U.S. tactical UAVs: Hunter was seasonally out, Pioneer was in contingency status, Pointer was a SOF/experiment system. [Inference — moderate confidence] The Israeli industrial lineage (IAI Hunter, Pioneer heritage) remained the quiet political-economy story. [Uncertainty] No January 2001 Hunter loss or Balkans sortie total was fetched as a contemporaneous primary.
