October is a stacking month: Second Fallujah is being planned around persistent ISR that the force now treats as a given, ScanEagle has two months of I MEF time, Shadow has just posted industrial-scale hours, and the Navy’s UUV update is still a late-year document. The trust failure is airspace and attention — too many small air vehicles, not enough published deconfliction.
