July was a production-and-paper month: Hegseth’s 10 July “Unleashing U.S. Military Drone Dominance” memo tried to take the gloves off small-UAS fielding, Commerce opened a Section 232 case on imported UAS, Alabuga went on Zvezda television, and the nights over Ukraine set a 728-drone record — the U.S. is still writing memoranda while Tatarstan is pouring concrete.

## 01. 10 July — “bureaucratic gloves are coming off”

**Verified record — [Fact — A1]** Memorandum for senior Pentagon leadership, combatant commanders, and defense-agency directors, subject “Unleashing U.S. Military Drone Dominance,” dated July 10, 2025. ## 02. Section 232 on imported UAS

**Verified record — [Fact — A1]** BIS opened a Section 232 national-security investigation into imports of unmanned aircraft systems and their parts and components. The notice asks, among other things, whether domestic production can meet demand; the role of foreign supply chains and concentrated suppliers; foreign subsidies and predatory pricing; the potential for foreign actors to weaponize supply or to weaponize the capabilities of foreign-built UAS; and whether tariffs or quotas are necessary. **Threat landscape.** January’s ICTS ANPRM was about data and remote access. July’s 232 is about the hulls and the parts as industrial-base weapons.

## 03. Night of 9 July — 728 drones

**Verified record — [Fact — B1]** Ukrainian reporting and CNN’s 25 July Alabuga story state that on 9 July Russia launched a record 728 drones at Ukraine in one night. CNN also states that June 2025 saw almost 5,500 Shahed-type or analogue launches — 16 times June 2024 and more than 30 percent above the prior month. **Threat landscape.** The design night is no longer 355 (May). It is 728.

## 04. Zvezda at Alabuga — “nine times” the original plan

**Verified record — [Fact — B1]** Alabuga director-general Timur Shagivaleev appeared on the Russian Defense Ministry channel Zvezda’s “Military Acceptance,” the first official look inside the Geran production halls. He said the plant now produces “nine times more than originally planned,” without giving the original baseline or a current monthly number. CNN geolocated the broadcast’s drone visuals to Alabuga and treated the program as evidence the line has moved from Iranian franchise toward localized production, including Gerbera decoys. ## 05. Satellite: 104 dorm-scale buildings, eight new halls

**Verified record — [Fact — B1]** CNN: between late 2024 and mid-July, satellite imagery shows at least eight new warehouse-like structures near previously identified Shahed halls. A 12 July image shows at least 104 identical rectangular buildings, fully or partly built, with a footprint matching known worker dormitories — versus 15 such buildings in February imagery; the burst of work began in earnest in March as snow melted. ISIS-Online’s July note describes hundreds of new residential buildings (finished capacity on the order of 40,000 workers) and about a dozen new production-type structures.
