**Verified extract — [Fact — A1]** Spiegel reported, from its own research, that the Defence Ministry leadership had known since February 2012 the full scale of Euro Hawk problems. A 8 February 2012 seven-page confidential note (“Unbemanntes Flugzeug EURO HAWK; hier: Zulassung und Mehrkosten”) told state secretaries Stéphane Beemelmans and Rüdiger Wolf that extensive changes were needed for type certification in civil airspace, estimated extra funds of 250–600 million euros without guaranteeing success, and that continuing as before held “nicht abschätzbare” technical, schedule and financial risks. Beemelmans acknowledged the note on 13 February; the minister stopped the loss-making project only 15 months later. A 27 March 2013 note said series procurement “nicht weiter verfolgt” werden solle; the Luftwaffe pushed to end it because mission planning had to be coordinated with the Americans. Chancellor Merkel, in a Spiegel interview, would not openly back de Maizière and said she would not pre-empt his promised comprehensive report.
