## Executive read

### BLUF

June moved Iranian one-way Act from a transfer story to a factory story: the White House put Alabuga on a satellite image, Shaheds still came in 35-ship nights from Azov, Ihnat called them a “real headache,” and Priazovye took a six-USV claim on the same pipeline beat as May’s Ivan Khurs — the trust failure is a wartime production line east of Moscow plus a sea-drone type that now hunts moving intel hulls.

### Key judgments

1. **[Assessment — high confidence]** 9 June: Kirby — Iran is supplying materials for a drone plant in Russia’s Alabuga SEZ (Yelabuga, Tatarstan) that “could be operational early next year”; drones still move Amirabad–Caspian–Makhachkala; “hundreds” received as of May.
2. **[Assessment — high confidence]** Air Force (10 June): 35 Shahed-136/131 from the eastern Azov coast overnight 9–10 June; 20 downed plus two cruise missiles; Poltava airfield, Odesa, Kharkiv hit.
3. **[Inference — moderate confidence]** A Russia-based Shahed line, if it opens on Kirby’s timeline, converts a sanctions-and-Caspian problem into a domestic-production problem the intercept bill cannot win.

### Analytic labels

- **Fact** — verified reporting or primary record
- **Assessment** — analytic judgment
- **Inference** — reasoned but not directly observed
- **Uncertainty** — unresolved information gap

### Source grades

- **A1** — authoritative primary record / directly confirmed
- **B1–B2** — generally reliable and corroborated
- **C3** — useful but requires caution

## 01. White House — Alabuga factory, 9 June

*Event / publication dates: 9 June 2023 White House intelligence release; AP same day*

**Verified record — [Fact — B1]** AP: NSC spokesman John Kirby — Iran providing materials to build a drone manufacturing plant east of Moscow; Alabuga special economic zone “could be operational early next year”; White House released April satellite imagery of the industrial site. December public line was “considering”; new intel says the Yelabuga/Tatarstan project has “moved beyond conception.” Iran continues to supply one-way attack UAVs via Caspian (Amirabad to Makhachkala). As of May, Russia had received hundreds of one-way attack drones plus production-related equipment. Kirby: “full-scale defense partnership.” Commerce/State/Justice/Treasury advisory the same day on inadvertent contribution to Iran’s drone program. Fetched: https://apnews.com/article/russia-iran-drone-factory-ukraine-war-dfdfb4602fecb0fe65935cb24c82421a

**Threat landscape.** The Shahed is about to have a Russian address. Sanctions on Tehran become a Tatarstan industrial-control problem.

**Intelligence assessment.** [Assessment — high confidence] White House put Alabuga on the public ledger. [Uncertainty] Exact airframe (Shahed-131/136 vs other) and first-serial date.

**Opportunity.** The released April image with coordinates; any Iranian kit packing lists.

**LRRK relevance.** Control Fabric / Campaign / Watch. Passport: 9 June, Alabuga, Kirby, Caspian route, early-2024 operational.

**Confidence.** High on the release; moderate on timeline.

## 02. 35 Shaheds from Azov — 9–10 June

*Event / publication dates: night 9–10 June 2023; Ukrainska Pravda 10 June*

**Verified record — [Fact — B1]** Ukrainian Air Force: eight land-based missiles from north and south plus 35 Iranian-made Shahed-136/131 from the eastern coast of the Sea of Azov against critical infrastructure and military facilities, 23:00 9 June–05:00 10 June. Air Commands East, Centre, South: two cruise missiles and 20 Shaheds destroyed. Poltava operational airfield, Odesa and Kharkiv oblasts attacked. 9 June: 12 Orlan-10 / Zala / Supercam downed. Fetched: https://www.pravda.com.ua/eng/news/2023/06/10/7406231/

**Threat landscape.** A 35-airframe night is a magazine problem. Fifteen got through or were not claimed.

**Intelligence assessment.** [Assessment — high confidence] 35 launched / 20 Shaheds claimed down. [Uncertainty] Ground-truth on the 15 not in the downed line.

**Opportunity.** Air Force infographic raw table.

**LRRK relevance.** Campaign / Kestrel.

**Confidence.** High on the Air Force figures.

## 03. Ihnat — “real headache,” 11 June

*Event / publication dates: 11 June 2023 interview*

**Verified record — [Fact — B1]** Ihnat to Pravda: “Iranian-made drones are a real headache. It’s still very difficult to down them.” Mass launches, different routes, low, hard for a jet (Shahed ~150 km/h vs fighter ≥400 km/h); night defeats ground AD and mobile fire groups. Russia uses nights to expend SAMs and map Ukrainian AD for later missile strikes. Six Shaheds downed night of 10–11 June; launch total unclear. Fetched: https://www.pravda.com.ua/eng/news/2023/06/11/7406335/

**Threat landscape.** The C-UAS problem is geometry and bait, not a missing radar brand.

**Intelligence assessment.** [Assessment — high confidence] On-record Air Force frustration. [Inference — high confidence] Cheap UAV is a SAM-locator.

**Opportunity.** Mobile-group equipment list.

**LRRK relevance.** Kestrel / Control Fabric.

**Confidence.** High.

## 04. Priazovye — six USVs on the pipeline beat, 11 June

*Event / publication dates: 11 June 2023; Kyiv Post same window*

**Verified record — [Fact — B2]** Kyiv Post: Russian MoD Telegram — ~01:30 Moscow time, unsuccessful attack on BSF ship Priazovye (Vishnya-class) ~300 km SE of Sevastopol by up to six remote-controlled USVs; ship “ensuring security along the routes of the Turkish Stream and Blue Stream”; all boats “destroyed by fire from the standard weapons”; no casualties, no damage claimed. MoD video; Kyiv Post notes daylight in the clip raises authenticity questions. MoD implied a USAF RQ-4B Global Hawk in the central Black Sea. Ukraine has not confirmed. Second such event after Ivan Khurs (24 May). Fetched: https://www.kyivpost.com/post/18154

**Threat landscape.** Pipeline-guard SIGINT hulls are a USV target set. Attribution of the RQ-4 is a Russian claim, not Fact.

**Intelligence assessment.** [Assessment — high confidence] MoD alleged a 11 June USV swarm. [Uncertainty] Hits, numbers, and the Global Hawk implication.

**Opportunity.** MoD wreck video stills; AIS for Priazovye.

**LRRK relevance.** Campaign / Lab / Sense-Move-Act.

**Confidence.** Moderate (one-sided claim + video caveats).

## 05. Export-control advisory — same day as Alabuga

*Event / publication dates: 9 June 2023*

**Verified record — [Fact — B1]** AP: Commerce, State, Justice, Treasury advisory the same day — industry must know legal obligations under U.S. export controls and sanctions so it does not “inadvertently contribut[e] to Iran’s drone program.” U.S., EU, UK have all issued rules to cut drone-component flow to Russia and Iran. Fetched: https://apnews.com/article/russia-iran-drone-factory-ukraine-war-dfdfb4602fecb0fe65935cb24c82421a

**Threat landscape.** The factory is a parts problem. Western SKUs remain the Shahed’s nervous system unless the advisory bites.

**Intelligence assessment.** [Assessment — high confidence] Four-department notice issued. [Uncertainty] Immediate industry effect.

**Opportunity.** The advisory PDF.

**LRRK relevance.** Control Fabric / Passport.

**Confidence.** High.

## Forward indicators

Ranked watchlist as of the collection cutoff (what a Watch desk would monitor next).

1. First public image of Iranian jigs or airframes at Alabuga.
2. Next 30-plus Shahed night and intercept rate.
3. Next USV against a moving BSF hull.
4. Whether the four-department advisory produces a named enforcement case.
5. Grain-corridor / Black Sea basing shift after any July strike.

> **Collection integrity.** AP 9 June, Pravda 10–11 June, Kyiv Post Priazovye fetched. KMU General Staff 30 June page captcha-blocked; that day’s 13-Shahed line is not used. No 2024 “operational factory” retrospect imported. MAGURA name excluded.
