**Verified extract — [Fact — B1]** Tiffany Acosta of NMSU University Communications, writing “Eye on Research” for the Las Cruces Sun-News (web 11 October 2015, updated 13 October; newspapers.com A3 12 October 997598242), reported that NMSU Physical Science Laboratory’s Unmanned Aircraft Systems Flight Test Center, established 2007, is the first of its kind and “the most accomplished and most experienced” FAA-approved UAS test facility in the country, with direct access to more than 15,000 square miles of airspace and the first civil FTC with available restricted airspace. Henry Cathey, interim PSL deputy director, honored at NMSU’s Scholarly Excellence Rally Friday 9 October, called the Las Cruces FTC “a unique resource for the entire country.” In May 2015 FAA named ASSURE (Alliance for System Safety of UAS through Research Excellence) to operate a new National Center of Excellence for UAS; NMSU is a core member of a 15-university, six-affiliate team. Dallas Brooks, NMSU UAS R&D strategic manager, is principal investigator on ASSURE and co-chairs the Federal UAS Science and Research Panel (FAA, NASA, DoD, DHS). Research areas: detect-and-avoid, low-altitude operations safety, control and communications, spectrum, human factors, ATC compatibility, and aircrew training/certification. NMSU is evaluating airborne or ground-based DAA for small UAS (55 pounds and less) in limited NAS so risk to other aircraft and people on the ground does not increase, plus software and feasible sensors. Cathey: tasked to look at detect-and-avoid “from small UAS up to things with a 15- to 20-foot wingspan.”
