### BLUF

On 1 February the Air Force renamed Predator from a reconnaissance unmanned system to a multi-mission unmanned system — writing laser designation and missile fire into the type’s name — while Global Hawk remained grounded, Anaconda planning matured, and small-UAS and UUV programs continued without a new public shoot-down to drive them.

## 01. 1 February 2002 — RQ-1B becomes MQ-1

**Threat landscape.** Doctrine follows hardware: the type is now officially a shooter.

**Intelligence assessment.** [Assessment — high confidence] The letter change occurred this month. [Inference — moderate confidence] “M” is also a budget category and a training-pipeline claim (rated pilots flying a strike-capable UAV). [Uncertainty] CIA inventory designation practice remains unpublished.

**Opportunity.** The designation order and syllabus change at Indian Springs should have been Campaign files.

## 02. Anaconda build — Predators will be in the valley

**Verified record — [Fact — B1]** Later official histories opened for March (ACC “Phantom of Takur Ghar”; NASM Afghanistan Predators essay) place armed Predators over Shah-i-Kot in the first days of Operation Anaconda (March 2002) and on Takur Ghar on 4 March. February is the planning month; those combat events are not claimed here. **Threat landscape.** A valley fight against an entrenched force is a CAS and ISR problem. The armed UAV is about to be asked to do both.

**Intelligence assessment.** [Assessment — moderate confidence] By late February Anaconda was a known forthcoming operation in military channels; public detail was thin. [Inference — moderate confidence] MQ-1 designation timing is not coincidental to a coming ground fight. [Uncertainty] February 2002 public ops plans were not fetched.

**Opportunity.** Pre-Anaconda ISR collection decks and UAV-to-AC-130 cueing rehearsals should have been Watch fields.

**LRRK relevance.** Watch. Honest dating: 4 March stays in March.

## 03. Global Hawk still down — late March return is the watch item

**Threat landscape.** No HALE persistence over eastern Afghanistan for a second consecutive month.

**Intelligence assessment.** [Assessment — high confidence] February is a HALE gap month. [Inference — moderate confidence] Anaconda will open without Global Hawk. [Uncertainty] AV-4 arrival date in theater was not fetched as a February primary.

**Opportunity.** Safety-review closeout criteria are the Lab file.

## 04. SOCOM Pointer demand — OEF urgent need taking shape

**Verified record — [Fact — B2]** CRS, citing Jane’s Defence Weekly 15 May 2002: USSOCOM is buying hand-launchable Pointers to meet urgent requirements identified in OEF. The May article is the opened public marker; February–April is the requirement-to-contract window, not invented as a February award. **Threat landscape.** Cave and compound clearing has already taught SOF that a nine-foot electric glider is a first-look tool.

**Intelligence assessment.** [Assessment — moderate confidence] OEF-identified Pointer requirements existed by early 2002. [Inference — moderate confidence] Flashlight/Raven will ride the same demand. [Uncertainty] No February 2002 contract vehicle was opened.

## 05. Norwegian HMRS decision window — four months after 6 December

*Event / publication dates: HMRS approval “four months after” 6 December 2001 ≈ April 2002; February is mid-staffing*

**Verified record — [Fact — B1]** Kongsberg paper: four months after the December 2001 demonstrations, the Royal Norwegian Navy approved a project to develop HUGIN Mine Reconnaissance System, first HUGIN specifically for military applications, introduction planned 2004/05. FFI: a few months later, chiefs decided to upgrade *Karmøy*. February sits inside that decision window.
