December’s official fact is a force-level decision, not a drone announcement: at West Point on 1 December Obama ordered 30,000 more U.S. troops to Afghanistan, named Pakistan’s border safe havens as the remaining al-Qaeda problem, and promised to be “nimble and precise” — without a fetched speech line that expands the CIA unmanned campaign.
