### BLUF

January puts an armed TALON on American television and dates a plan to send 18 SWORDS to Iraq in March or April. The access change is authorization-and-narrative: a remote machine gun is being sold as a fielded combat system before it has authority to shoot. EOD robots and small UAS remain the actual acting layer.

## 01. AP, 24 January 2005: 18 SWORDS slated for Iraq

**Verified record — [Fact — A1]** AP: Army preparing to send 18 remote-controlled robotic warriors to Iraq beginning March or April; first armed robotic vehicles to see combat, years ahead of FCS. Bob Quinn, Foster-Miller: weapon is “up to half a mile away”; Marine described it as “my invisibility cloak.” Joint development with Picatinny; six months, about $2 million. **Threat landscape.** A remote gun on a proven EOD chassis. The trust boundary is the OCU, the jamming environment, and the decision rule — not autonomy.
