The access change is civil plus undersea plus industrial: a hand-thrown air vehicle over Pearlington, a heavyweight UUV off a submarine, and PackBot’s manufacturer on an S-1.

**Threat landscape.** Domestic UAV over wreckage: COA, downed power lines, no see-and-avoid, thermal for survivor search. The trust failure is that a university team — not a federal UAS unit — was the node that could launch.

More than 200 PackBots sold to U.S. military over three years, most deployed Afghanistan and Iraq. 2004 revenue $95.043 million; 20.1% of 2004 revenue from U.S. federal government; 35.9% of 2004 contract revenue from FCS. 73.8% of 2004 revenue from Roomba. **Threat landscape.** PackBot’s manufacturer is about to be a public company whose military line depends on a few U.S. programs and whose consumer line depends on a single Chinese plant. That is political economy, not a combat event.

## 04. LMRS / AN/BLQ-11: USS Oklahoma City launch — September 2005 (later open reporting)

**Verified record — [Fact — C3]** Later open summaries (including the Wikipedia AN/BLQ-11 page seen in search, not treated as a primary) state USS Oklahoma City (SSN-723) successfully launched the 20-foot LMRS in September 2005 for covert MCM. No September 2005 Navy.mil release was fetched. Grade C3; do not treat as A1.

**Threat landscape.** If the launch occurred, a submarine-launched autonomous 21-inch UUV is now an at-sea fact, matching the 2004 master plan’s heavyweight class.
