# The Recall Lane the Decade Was Missing

*Honda Miimo, pool-robot fires, and the Canada eufy packs*

> **Research premise.** The physical-harm decade still is not a Roomba-fire story. Official recall pages add a named-brand obstacle-sensor action, a water-ingress thermal-runaway mechanism, a Canada-only floor-vac pack fire, and hard unit counts on a two-step pool-robot recall — and no official death appears on any in-window consumer-robot recall found.

## Abstract

**Research premise.** From August 2016 through 19 August 2026, the public story of consumer-robot harm has been told mainly from hospitals, lawsuits, and standards drafts. Official product-recall pages look quieter, and the quiet is easy to misread as either safety or absence. This paper treats those pages as a distinct evidence lane. The method is source-primary product-assurance analysis of CPSC, Health Canada, UK OPSS, France Rappel Conso, and manufacturer notices, distinguished as fact, inference, judgment, or unknown. The finding is fourfold. First, Honda’s Miimo recall (France, 29 July 2024; UK OPSS, 6 September 2024) is the first modern in-window official action whose stated hazard is autonomous blade-contact from a stuck lift-or-collision sensor, not fire; the official pages do not state an injury count. Second, cordless pool robots form a repeat-failure family: Aiper recalled the Elite Pro, replaced it with the Seagull Pro, and then recalled the replacement, while Wybot reports fire on and off charge and Zodiac describes cracked battery-block plastic admitting pool water into a lithium pack. Third, the sentence “no official floor robot-vac fire recall” must be narrowed, not reversed: Health Canada recalled eufy RoboVac X8 Hybrid and named replacement packs on 18 October 2023 (up to 240 Canada units; no incidents or injuries in Canada); no matching US CPSC page was found for Roomba, Ecovacs, Roborock, Shark ION robot, or Dreame robot vacuums. Fourth, no official death is stated on any in-window consumer-robot recall found. That last sentence is a statement about pages. It is not a statement that no deaths occurred. A companion physical-harm retrospective treats the hospital pattern; a companion trust paper treats maps, cloud-kill, and market structure. Both are excluded here except as one-line pointers.

## 1. Introduction: The Apparent Puzzle

A reader who comes to the decade of consumer robots from a newspaper or a product-safety dashboard can reasonably conclude that the category’s official harm story is fire, and that the fire story is a Roomba story. Lithium packs overheat. Chargers melt. Docks smoke. Floor vacuums sit in every third kitchen, so they must sit at the center of the recall file. The official pages do not support that picture.

The physical-harm retrospective that this paper does not reprint treats robotic mowers versus crawling children in German-speaking Europe, a cheap Amazon litter box that produced the first US pet-fatality opinion, and companion robots that stop being robots when the cloud dies. That is a hospital-and-docket argument. This paper is the regulator half. Its object is what a named authority was willing to put on a recall page between 1 August 2016 and 19 August 2026: a model, a serial range, a hazard sentence, a unit count if one exists, an incident count if one exists, and a remedy. The puzzle is that those pages, read together, still refuse the Roomba-fire story — and that what they add is more interesting than a recitation of lithium events.

What they add is a Sense failure with a brand name. Honda Motor Europe recalled Miimo robotic mowers because a sensor-mount shaft, after repeated obstacle contact, can stick and fail to detect obstacles. UK OPSS rated the risk Serious and wrote that the failure “may cause injury to vulnerable people in the work area.”1 France’s Rappel Conso page, in force 29 July 2024, offers a free dealer repair “sans limite de temps.”2 Neither official page states an injury or death count. That is the missing regulator half of the European mower-injury pattern. Whether any named Austrian pediatric case was a Miimo unit is not established.

What they add next is a family, not a single charger fault. Aiper recalled the Elite Pro, replaced it with the Seagull Pro, and then recalled the replacement.3 Wybotics recalled Osprey and S1 units for lithium fires on and off charge.4 Zodiac, through Fluidra, recalled Freerider units because cracked battery-block plastic admitted pool water into a lithium pack.5 These are three different controls: charge-path interlock, cell-and-pack behavior off charge, and enclosure integrity.

What they add last is a narrowing. Health Canada recalled certain eufy RoboVac X8 Hybrid packs on 18 October 2023 — up to 240 Canada units, no incidents or injuries in Canada as of 13 October 2023.6 That is a floor robot-vac fire recall. It is small, Canada-only, and injury-free on the official page. It forbids the cleaner sentence that no such official action exists. It does not convert the decade into a Roomba-fire story.

LrrK’s judgment is that official silence is an evidence type, not a safety finding. A Product Security Passport that records “no CPSC fire recall” as if it were “no thermal risk” has recorded a jurisdictional fact as a physical one.

## 2. What a Recall Page Is Allowed to Prove

A recall page is not a census. It is a legal and administrative artifact. It names a product, states a hazard in the language the issuing authority will stand behind, and tells the owner what to do. It may state a unit count. It may state an incident count. It may state neither. The United Kingdom’s Honda and Zodiac pages state no injury counts.7 France’s Miimo page states “Blessures” as the risk incurred and does not quantify it.8 Health Canada’s eufy and Clean Base pages state “no reports of incidents or injuries in Canada” as of a named date.9 Those are different kinds of silence. One is the absence of a number. The other is an affirmative claim of no reported Canadian incidents as of a cutoff. Treating them as interchangeable is an error.

Unit counts conflict even when both pages are official. For the Aiper Elite Pro, the US Consumer Product Safety Commission (CPSC) states “about 22,000” US units, plus about 50 in Canada and about four in Mexico. Health Canada, on the same calendar day, states that the company reported 49 units sold in Canada and 6,664 in the United States.10 For the Seagull Pro, CPSC states about 32,660 US and about 2,530 Canada; Health Canada states 2,606 Canada.11 For Husqvarna’s Automower 435X AWD and 535 AWD, CPSC states about 1,400 units; a Husqvarna Canada joint-recall PDF states 310 Canada and 1,750 United States.12 The honest move is to quote both figures and leave the reconciliation unknown. Inventing a midpoint would be a new fact.

Incident wording also differs by page. Husqvarna’s four official notices describe the same five European events as overheat-or-fire, overheat including two fires, five fires while charging, or five international overheats with no US or Canada incidents — all with no injuries.13–16 All four statements can be true. They are not the same sentence. A Passport that collapses them into “five fires, no injuries” has already chosen a dialect.

Jurisdictional mismatch is the other structural fact. A Health Canada recall need not have a CPSC twin. The eufy pack action and the iRobot Clean Base electrical action are Canada-only on the official pages found.17 Anker’s 22D51 program is a manufacturer replacement, not a CPSC recall.18 The absence of a CPSC page is a fact about CPSC.gov as of cutoff. It is not a finding that the packs were never sold in the United States, and it is not a finding that they were safe there.

The table is an architecture, not a ranking. It shows what a recall page will carry and what it will not. LrrK’s inference, at high confidence on the pages and at low confidence on the unstated world, is that the official-recall lane is strong on mechanism and remedy and weak on injury volume. Watch should treat an unpublished count as unpublished, not as zero. Lab should not wait for a death line that the issuing authority never promised to write.

## 3. Honda Miimo: The Named Sense-Function Failure

France’s Rappel Conso fiche 2024-07-0212, origin Honda Motor Europe Ltd, entered into force on 29 July 2024. The recall is voluntary. The models named are HRM1000, HRM1500, HRM2500, and HRM4000, including Live variants, with serial ranges printed on the page. Commercialization in France is dated from 20 December 2023 to 15 May 2024. The motif is that, after repeated obstacle contact over a long period of use, the pivot support of the collision-and-lift sensor may fail to detect obstacles. The risk incurred is “Blessures.” The compensation is repair. The public note tells owners that even a Miimo in good working order should be returned for free conformity work “sans limite de temps.”19

UK OPSS published alert 2407-0132 on 6 September 2024. The risk level is Serious. The product does not meet the Supply of Machinery (Safety) Regulations 2008. The hazard paragraph is more specific than the French motif and is worth quoting as a fact of the page: “the Mount shaft of the sensor, due to repeated contact with obstacles over time, may experience a manufacturing defect where the sensor gets stuck and can fail to detect obstacles. The failure of detection sensors may cause injury to vulnerable people in the work area.”20 Honda UK’s lawn-and-garden recalls page is a PIN lookup, not a narrative; OPSS points owners there.21

Two documentary discrepancies should be left standing. The UK table lists a second HRM2500 range under the label “HRM25000,” which France lists as a second HRM2500 serial block. The UK table also lists HRM4000 Live as serial MCPF1000050–MCPF1000050; France lists MCPF-1000050 to MCPF-1003289.22 Those are facts about the pages. Which serial map is complete is unknown without Honda’s own revision file. Aggregators cite EU Safety Gate alert A12/03112/24, notified by France and dated 8 November 2024. The official Safety Gate HTML was not independently loaded for this paper; the alert number remains a secondary citation until that page is opened.23

What the official action changes is not the hospital pattern. It names a brand, a shaft, a stuck-sensor mechanism, and a class of victim — “vulnerable people” — that includes children. The physical consequence named by OPSS is injury from failed detection, which on a robotic mower is blade-contact. That is Sense failing, then Move and Act continuing. A Control Fabric that treats a jammed lift shaft as a still-valid “clear path” has not failed in software first. It has failed in the mechanical condition of the sensor that software is allowed to believe.

LrrK’s assessment, at high confidence on the existence and wording of the UK and French actions and at low confidence on injury volume, is that Miimo graduates the mower story from “hospital pattern plus a draft standard” to “hospital pattern plus a live official recall.” Draft EN 50636-2-107:2015/FprA4:2026 was still a CENELEC draft as of early 2026; it is the standards half of the same sense-function argument and is not developed here.24 Whether any of the named Austrian pediatric cases were Miimo units is not established. Brand opacity in the 2018 and 2024 press remains. Absence of an official injury count is not evidence of absence of injury.

The Passport item is the serial-to-sensor-revision map, not the press release. Watch should hold Honda’s ranges and any post-repair pediatric case. Lab should treat mount-shaft endurance after repeated obstacle contact as a test, not as a brochure claim. Kestrel earns a look only if a later firmware build claims “child detection” on a shaft that the recall already says can stick. That claim was not found on the official pages.

## 4. The Aiper Chain: When the Remedy Is the Next Fire

On 10 July 2023, Aiper announced a voluntary recall of the Elite Pro, model GS100, sold on Amazon.com and Aiper.com between 5 January and 29 May 2023. CPSC published the recall on 24 August 2023 as number 23-784. The hazard is a charge-path error: when the charging cord is plugged into the device without the adapter, or directly into the charging port on the machine, the battery can overheat and short-circuit. CPSC records 17 reports of overheating, including one minor burn to a consumer’s fingertip that did not require medical treatment, and no property damage. The remedy was a free Aiper Seagull Pro.25 Health Canada’s joint page, last updated the same day, states no incidents or injuries in Canada as of 14 July 2023, repeats the 17 US overheats and the fingertip burn, and reports 49 Canada units and 6,664 US units against CPSC’s larger US figure.26

On 20 March 2025, CPSC published recall 25-187 for the Aiper Seagull Pro ZT6001 — the replacement — with serials beginning S/N “61.” The hazard is different in wording and narrower in component: “a large current adapter that can overheat.” CPSC records 19 reports of melting, smoking, or catching fire while charging, five incidents of property damage, and no injuries. About 32,660 units were sold in the United States and about 2,530 in Canada. The new remedy is a free Aiper Scuba S1.27 Health Canada published on 9 April 2025: 2,606 Canada units, sold July 2023 to April 2024, and, as of 27 March 2025, one report of a vacuum catching fire in Canada while charging, with no property damage and no injuries.28 Aiper’s own Seagull page restates the large-current-adapter mechanism and the Scuba S1 swap.29

This is serial same-class failure of a cordless pool-robot charging system, not two unrelated SKUs. The Seagull Pro is the largest in-window consumer-robot fire recall found by unit count on a CPSC page. It is still, on those pages, a file with one official human injury across both steps, and that injury is the Elite Pro fingertip burn. Property damage appears on the second step, not the first. Health Canada’s Canada-specific Seagull fire is an official incident that CPSC’s US-centered paragraph does not break out; both counts should be kept.

LrrK’s assessment, at high confidence on both official actions and on the replacement-of-the-replacement fact, is that the Control Fabric item is a charge-path interlock, not a generic “battery safety” sticker. An adapter that can be omitted, a port that will accept the wrong cord, and a large-current adapter that can overheat are three different engineering facts. Campaign treated the first recall as closed by hardware swap. The second recall is the evidence that a swap is not a Passport. Watch should hold Scuba S1 until it ages through a full outdoor charge season. Whether Scuba S1 inherits the adapter architecture is unknown. Lab should test the charge path as a system — cord, adapter, port, pack, firmware current-limit — rather than the cell in isolation.

The inference, at moderate confidence, is that any later companion or home-humanoid thermal file will be argued in this frame: a remedy that is itself a product, and a regulator willing to recall the cure. That is not a prediction that Scuba S1 will fail.

## 5. Zodiac: Water Into the Lithium Block

UK OPSS published alert 2409-0066 on 6 March 2025 for the Zodiac Freerider RF 5200 iQ, batches 4923, 5123, and 5223. The risk level is Low. The product does not meet the Electrical Equipment (Safety) Regulations 2016. The hazard paragraph is a mechanism, not a slogan. Injection-moulding parameters on the assembly line did not cover the necessary cooling time of the battery block. The block was weakened. When the battery was screwed into the plastic, cracks and weak points developed, compromising watertightness. Water can enter and mix with the lithium, leading to a short-circuit, overheating, and/or thermal runaway and fire.30 The official page does not state incident, injury, or death counts.

Zodiac’s manufacturer page, a Fluidra brand, widens the model list beyond the OPSS table. It names Freerider RF 5600 iQ, RF 5400 iQ, and RF 5200 iQ; an XA-Li family; and Freedom CNX-Li units. The manufacturer language is softer than OPSS: “some cases of the battery blocks not performing as expected,” and a failure that “can lead to water intrusion into the battery block which together with other external factors can cause electronic overheating.” Fluidra collects the unit, replaces the battery block free, and returns the cleaner. Serials are 18 characters beginning “ALCA.”31 “Some cases” is not a count. Pressing Fluidra for a number is an opportunity, not a finding.

This is a first-of-class official description in the in-window file: aquatic lithium plus a cracked enclosure, not an adapter fault. Pool water is not a misuse scenario on a product whose job is to live in a pool. The control is the watertight block. When the block is a manufacturing-time cooling parameter, Sense / Move / Act is secondary. The robot does not have to decide wrongly. It has to leak.

LrrK’s assessment, at high confidence on the OPSS mechanism and at low confidence on frequency, is that enclosure integrity is now a Passport item for cordless pool robots. A Kinematic Assurance Topology that stops at cell chemistry has drawn the wrong boundary. “Risk level: Low” is a classification, not a physical measurement, and it sits on a page that also describes thermal runaway.

## 6. The Floor-Vac Exception That Narrows the Roomba Claim

The first-issue sentence that there was “no official floor robot-vac fire recall” was too clean. Health Canada, on 18 October 2023, recalled the battery pack within certain eufy RoboVac X8 Hybrid (T2261) vacuums and certain eufy replacement packs T2908 (2600 mAh) and T2937 (5200 mAh). The packs can overheat while charging or soon after, posing a fire hazard. As of 13 October 2023 the company had received no reports of incidents or injuries in Canada. Up to 240 units were sold in Canada from March to July 2023. The remedy is a free replacement pack. Affected serials are on Anker’s page.32

Anker’s 22D51 program is broader than the Canadian recall. The quality-control finding is a single production batch, product code 22D51, produced during the week of 19 December 2022. Anker states that 0.07 percent of that batch “may exhibit signs of overheating such as smoking, melting, and/or igniting.” The model list on the New Zealand support page includes RoboVac 11S, 11S MAX, 15C MAX, 30C, G30, G40, G40+, G40 Hybrid+, X8, X8 Hybrid, and both replacement packs. The same page states that none of the affected models were sold or distributed in Australia or New Zealand. Owners who purchased between 1 April and 10 August 2023 are asked to check a sixteen-digit serial.33 That is a manufacturer replacement program with a stated defect rate. It is not a CPSC recall. No US CPSC recall page for these packs was found.

Also in this lane, and not a fire, is the iRobot Clean Base for Roomba i7+. Health Canada posted RA-74597 on 21 December 2020. If the robot ingests a significant volume of liquid, the vacuum motor may disperse liquid onto the circuit board inside the Clean Base and cause a short, posing an electrical hazard. The page states that the issue “does not involve the Roomba i7 vacuum itself.” As of 8 December 2020 there had been no reports of incidents or injuries in Canada. The company reported 11,971 units sold in Canada from July 2018 to March 2020. The remedy is a free fused line cord that will trip if liquid damages the board; some models require a free replacement Clean Base.34 No matching CPSC page was found.

iRobot’s 2022 Corporate Social Responsibility report states, in the product-quality section, that “there were no product recalls for Roomba or Braava in 2020, 2021 or the first six months of 2022.” The same report’s SASB appliance index records “one voluntary corrective action campaign ongoing in 2021 to mitigate a dock risk in North America.”35 Those two sentences can be read together without violence: the company distinguished the robot from the dock, as Health Canada did. The CSR line kills the viral claim of a 2021 CPSC recall of one million Braava jets. It does not kill the Canada Clean Base file. It does not speak to 2023–2026.

The floor-vac official thermal risk in this window is therefore a small eufy pack action, not a Roomba, Roborock, Ecovacs, Shark ION robot, or Dreame CPSC fire. Major-brand US CPSC silence still holds on the pages found. SaferProducts.gov anecdotes are not a recall and are not treated as Fact here.36 A first numbered CPSC robot-vac thermal recall would reorder this signal. Until then, LrrK’s assessment, at high confidence on the Health Canada page and at moderate confidence on the global 22D51 scope, is that the Roomba-fire story remains a category error. The exception is real, small, Canada-only, and injury-free on the official page. “No US recall” is not “cleared for the house.”

## 7. Software as a Safety Remedy, and the Rest of the Outdoor Thermal Map

Husqvarna’s Automower 435X AWD and 535 AWD file is the first major multi-jurisdiction consumer-robot recall in the window whose primary fix is mandatory software for a lithium fire. Health Canada, posted 9 December 2021, states the mechanism with a number: the battery may degrade after 1,450 charging cycles due to the current charging pattern and overheat. Two software updates through the Automower Connect app, “upon acceptance,” are said to “eliminate the risk of battery degradation.” Packs with more than 1,200 cycles get a free battery. Canada sales: 310 units, March 2020 to August 2021.37

Husqvarna’s US notice of 7 December 2021 names the same two over-the-air updates: a December 2021 charging-regime change and a February 2022 battery-health and auto-shutdown update, “pushed directly to all product owners” via the app. It states five European overheat-or-fire reports and no personal injury.38 CPSC, on 17 February 2022, recall 22-727, states about 1,400 units, five overheats including two fires, no injuries, and the same software-plus-battery remedy.39 UK OPSS, recall/alert date 20 October 2021, states five fires while charging and “two mandatory software updates.”40 Whether owners accepted the updates, and whether packs over 1,200 cycles were actually swapped, is unknown. “Mandatory” on a recall page is a manufacturer-and-regulator instruction. Uptake is a fleet fact that the pages do not provide.

That matters for Control Fabric and Campaign. Software-after-sale is now a documented consumer-robot safety remedy, not only a feature update. A Passport that records “OTA available” without recording acceptance, version, and the 1,200-cycle swap has recorded a capability as a condition. LrrK’s inference, at moderate confidence, is that any later home-humanoid thermal file will be argued in this frame. The inference is about argumentative precedent, not about a humanoid recall that does not exist.

Two adjacent files complete the outdoor thermal map. On 16 March 2023, CPSC recalled about 2,700 STIHL iMOW docks: PCB moisture short, eight thermal overheats including two fires, no injuries, free at-home repair.41 On 9 April 2026, CPSC recalled about 5,000 serial-limited Wybot Osprey 700 Max and S1 units: ten overheat-or-fire reports while charging and not charging, nine property-damage incidents, no injuries, free WYBOT C2.42 Off-charge fire keeps Wybot from being filed as another adapter story. The educational-kit edge is older and smaller: Modular Robotics / Dexter Industries 9.6 V NiMH packs, 30 April 2020, about 2,400 units, four smoke/overheat reports, no injuries.43 It is not a home-floor robot. It shows that “robot battery recall” is not a 2023 invention and is not, by itself, a vacuum finding.

## 8. Official Silence Is Not a Safety Finding

No official death appears on any in-window consumer-robot recall found. That sentence is true as a reading of the pages listed in Table 1 and of the CPSC, Health Canada, OPSS, and Rappel Conso notices opened for this paper. It is also the sentence most likely to be laundered into a stronger one. “No official death on a recall page” is not “no deaths occurred.” “Official pages do not state an injury count” is not “no injuries.” “No incidents or injuries in Canada as of a named date” is a dated company-to-regulator statement, not a lifetime certificate. “No US CPSC page found” is a search result as of 19 August 2026, not a proof that a page cannot exist or that a future page will not.

The killed claims belong here because they are how the Roomba-fire story keeps returning. A “one million Braava jet 2021 CPSC recall” is contradicted by iRobot’s own CSR recall line and by the absence of such a CPSC page. A “CPSC Safety Alert 2026-089” for litter boxes has no cpsc.gov page.44 Those are not near-misses. They are inventions. The official-recall lane is useful partly because it is a place where invented numbers go to die.

What the lane cannot do is close the hospital gap. The Miimo pages do not say whether a child was cut. The Zodiac page does not say how many blocks cracked. The eufy page does not say what happened outside Canada. SaferProducts complaints, insurer photographs, and unpublished manufacturer counts may sit below the recall threshold. They are Unknown, not safe. LrrK’s judgment is that a Watch list built only from numbered CPSC recalls will systematically miss Canada-only files, OPSS pages that withhold counts, and manufacturer programs that never become US recalls. A Campaign that treats “recalled, replaced, closed” as the end of the Aiper story has already been contradicted by the Seagull Pro.

The assurance objects follow from the mechanisms. Sense / Move / Act is the Miimo shaft. Control Fabric is the charge-path interlock and the OTA charging regime. Passport is the signed record — serial, revision, jurisdiction, remedy accepted or not. Watch is Scuba S1 through a summer, Honda repair completion versus any post-recall pediatric case, Anker 22D51 outside Canada, and the first numbered US CPSC thermal recall of a major-brand floor robot-vac. Lab is shaft endurance, block immersion, and cycle-life charging. None of those objects is satisfied by a missing death line.

## 9. Conclusion

The official-recall lane does not convert the decade into a Roomba-fire story. It supplies the objects that a hospital-only reading lacked. Honda Miimo is a named-brand obstacle-sensor recall whose stated hazard is autonomous injury from a stuck sense-function. Cordless pool robots are a repeat-failure family with hard unit counts, a replacement that was itself recalled, fires on and off charge, and a water-ingress thermal-runaway mechanism that is not an adapter fault. The floor-vac exception is a Canada-only eufy pack action of up to 240 units and no Canadian incidents on the official page. Husqvarna shows that mandatory software is now a documented consumer-robot fire remedy. Across those files, the only official human injury stated is a minor Aiper fingertip burn that did not require medical treatment. No official death is stated.

Those are facts about pages. The physical world is allowed to be worse. Official silence is a gap, not a clearance. A Product Security Passport that treats “not on CPSC.gov” as “safe to Sense, Move, and Act in a house or a yard” has mistaken a filing system for a test. The durable use of this lane is narrower and more useful: mechanism, jurisdiction, unit-count conflict, remedy lineage, and the exact sentence the regulator was willing to write. The rest remains Unknown — and Unknown is not safe.
