### BLUF

January opened a dual-track year: Kyiv publicly tested fiber-optic FPV as the radio-control kill chain failed, while Washington’s last Biden-era Commerce filing put the entire foreign-adversary UAS ICTS stack on an ANPRM clock — Sense access is now a cable or a comment docket, not a radio.

### Key judgments

1. **[Assessment — high confidence]** Ukraine’s Main Directorate of Defense Innovations staged a fiber-optic FPV demonstration for service commands in the first days of January; more than ten domestic models carrying up to 3 kg were shown, with several already near NATO-code / codification.

## 01. Kyiv tests fiber-optic FPV — the radio kill chain is the problem

**Verified record — [Fact — B1]** Ukraine’s Ministry of Defense Innovations directorate tested FPV drones controlled by fiber-optic cable before service-command representatives. Domestic manufacturers showed more than ten models able to carry up to 3 kg. Several devices were described as at the final stage of codification. Brave1 later told Ekonomichna Pravda that more than 25 engineering teams were working the technology and that fiber-optic spool prices had fallen toward US$500 as Chinese factories filled large Russian orders. ## 02. BIS ANPRM — foreign-adversary ICTS inside UAS

*Event / publication dates: 3 January 2025 Federal Register; comments due 4 March 2025*

**Verified record — [Fact — A1]** Bureau of Industry and Security, 15 CFR Part 791, RIN 0694-AJ72, “Securing the Information and Communications Technology and Services Supply Chain: Unmanned Aircraft Systems,” 90 FR 271 (3 January 2025). BIS seeks comment on transactions involving ICTS integral to UAS that is designed, developed, manufactured, or supplied by persons owned by, controlled by, or subject to the jurisdiction or direction of foreign adversaries, pursuant to E.O. 13873. The notice names China and Russia as the acute cases, cites PRC legal compulsion frameworks, and states China-based entities hold at least 75 percent of the U.S. consumer UAS market. **Threat landscape.** The civilian Sense fleet is still a PRC radio and a PRC battery. The ANPRM is the first formal ICTS-supply-chain proceeding aimed at that stack.

**Intelligence assessment.** [Assessment — high confidence] This is an information-gathering step, not a ban. [Inference — high confidence] Any later prohibition would bite DJI/Autel-class platforms and their component vendors. [Uncertainty] Whether the incoming administration keeps, narrows, or accelerates the docket.

**Opportunity.** The comment file and any industry supply-chain maps filed as public summaries.

**LRRK relevance.** Control Fabric / Passport. A Passport on a U.S. public-safety UAS this month is still a foreign-adversary ICTS graph unless the operator can prove otherwise.

**Confidence.** High on the FR text; low on the eventual rule.

## 03. Houthis claim a seventh strike on Truman CSG

*Event / publication dates: 17 January 2025 USNI*

**Verified record — [Fact — B2]** Houthi spokesman Brig. Gen. Yahya Sare’e announced missile attacks on Israel and drone strikes on the Harry S. Truman Carrier Strike Group; USNI counted this as the seventh Houthi claim against the formation. U.S. Central Command had not confirmed any effect on the strike group. Abdul-Malik al-Houthi separately claimed 1,255 ballistic, cruise, and hypersonic missiles and drones plus small boats used against Red Sea shipping and Israel. **Threat landscape.** Cheap one-way Act versus a carrier air-defense magazine remains the Red Sea cost-exchange. Claims are not hits.

**Intelligence assessment.** [Assessment — high confidence] The claim stream is continuous; no public U.S. confirmation of a Truman hit. [Inference — moderate confidence] The group is hedging a possible shipping pause against a live Israel-target set. [Uncertainty] Actual interceptor expenditure this month.

**Opportunity.** A CENTCOM after-action that separates claims from intercepts.

**LRRK relevance.** Campaign / Kestrel. Watch needed a claim-versus-effect ledger, not a press-release count.

**Confidence.** High on the claim; high on the absence of a confirmed hit.

## 04. Taiwan awards Tron Future an army C-UAS buy

*Event / publication dates: 21 January 2025 Taipei Times, citing MND Friday statement*

**Verified record — [Fact — A1]** Taiwan’s Ministry of National Defense said an army drone-countermeasure system costing NT$988 million (US$30.1 million) would be completed this year. Tron Future Tech Inc won after earlier failed bids. Initial deployments: Kinmen, Lienchiang, and the army base at Longtan, Taoyuan. MND stated small and medium drones “frequently harass” outlying islands and that swarm attacks have tested army defenses. A separate air-force “remote control drone defense system” is budgeted at NT$4.35 billion, to be built with Chung-Shan Institute of Science and Technology plus purchased jammers. **Opportunity.** The bid package and the first Kinmen site survey.

**LRRK relevance.** Control Fabric / Watch / Sense-Move-Act. A Passport for a Taiwan C-UAS node this month is a radar-to-jammer-to-interceptor kill chain on an island 2 km from the mainland.

## 05. Replicator 1 — first capability still dated August

*Event / publication dates: 28 January 2025, WEST 2025, San Diego*

**Verified record — [Fact — B1]** Capt. Alex Campbell, DIU maritime portfolio director, told the U.S. Naval Institute / AFCEA WEST 2025 conference that the first iteration of Replicator — lethal swarms of unmanned vehicles and the software that binds them — is set to reach viability by August, the horizon set when the initiative launched in 2023. Replicator 1 was described as linking surface, subsurface, and loitering munitions; a second tranche, announced last year, focuses on countering hostile drones. The Navy’s Unmanned Surface Vessel Squadron 3 “Hell Hounds” received the first four Global Autonomous Reconnaissance Craft last May. **Threat landscape.** The U.S. still dates mass attritable Act to a summer calendar. China and the Ukraine war do not.

**Intelligence assessment.** [Assessment — high confidence] Officials publicly restated the August 2025 first-capability date. [Inference — moderate confidence] GARC is one of the few named maritime pieces; the rest remains OPSEC-dark. [Uncertainty] How many systems, in whose hands, by 31 August.

**Opportunity.** The first unclassified fielding photo or unit designation beyond USVRON-3.

**LRRK relevance.** Campaign / Lab / Kestrel. Watch this month is a date, a squadron, and a missing inventory number.

**Confidence.** High on the stated horizon; low on delivered quantity.
