August was the Replicator deadline month, and the public number was hundreds, not thousands: DIU called the problem set “met” and handed surge to the services, Hegseth folded Replicator 2 into a new Army-led JIATF 401 with real buying power, and Ukrainian officials put this year’s Shahed aim at 79,000 — the U.S. closed an initiative; Russia is still running a factory.

## 01. HUR: 79,000 Shaheds is the 2025 aim

**Verified record — [Fact — B1]** HUR deputy chief Vadym Skibitskyi warned on 12 August that Russia aims to produce 79,000 Shahed-type drones in 2025. Ukrainian Air Force figures cited in the same week’s coverage put 6,129 Shaheds launched in July, above June’s 5,337, a 14-fold rise versus July 2024. **Threat landscape.** The production target, if even half-right, is a European air-defense planning case, not a Ukrainian one only.

## 02. Syrskyi: 3,200 Shaheds from helicopters in a year

**Verified record — [Fact — B1]** Commander-in-Chief Oleksandr Syrskyi told RBC-Ukraine that army aviation helicopters with machine guns shot down more than 3,200 Shahed-type drones from August 2024 to August 2025. ## 03. Allen at Brookings — hundreds fielded, thousands on contract

**Verified record — [Fact — B1]** T.S. Allen, former DIU Replicator-1 director, said the team delivered “hundreds of drones to warfighters” — not just for exercises — between late 2023 and his departure earlier this summer, with “thousands more on contract” still rolling off the line. He described a May 2025 visit from an Army brigade commander who had gone from “no modern drones” to counting Replicator systems among his most lethal assets, and who left a “laundry list” of fixes. ## 04. 27 August memo — JIATF 401, JCO dead, Replicator 2 folded in

**Verified record — [Fact — A1]** Secretary of Defense memorandum “Establishment of Joint Interagency Task Force 401,” 27 August 2025. Purpose: direct the Secretary of the Army to disestablish the Joint Counter-small UAS Office and establish JIATF 401 reporting to the Deputy Secretary, “to better align authorities and resources to rapidly deliver Joint C-sUAS capabilities.” JCO dies when JIATF 401 stands up; 36-month sunset review. ## 05. 28 August — DIU: “problem set met”

**Verified record — [Fact — B1]** Sarah Pearson, DIU commercial engagement director, told reporters the Replicator-1 problem set had been met, the effort had transitioned to the services “in highly capable hands,” and DIU now treats it as a prototype effort being handed over.
