# Title Is Not the Vehicle

*Hezbollah's Mirsad-1, QinetiQ's TALON Line, and Unmanned Access as a Property Problem*

> **Research premise.** November 2004 is when unmanned access stopped being a property of states and U.S. primes. A non-state actor flew a UAV across a sealed border; a British firm took title to the U.S. EOD-robot factory; the Navy wrote a vehicle that may finish the mission without the host; the Air Force posted a production lot without data rights. The trust object is not the airframe. It is who may operate, who holds title, and who owns the technical data.

## Abstract

**Research premise.** A week in November is easy to file as five unmanned headlines. Read as a trust problem it is one property event. On 7 November 2004 Hezbollah announced, and the Israel Defense Forces confirmed, that an unmanned reconnaissance aircraft had crossed into western Galilee and reached Nahariya. Hezbollah named the aircraft Mirsad-1 and said it returned. The IDF named it an Iranian UAV operated by Hezbollah; Israeli military sources told AFP it later crashed in southern Lebanon. Two days later, on 9 November, two other title events closed on the same calendar: QinetiQ completed a $163 million purchase of Foster-Miller after Department of Defense and State Department approval, and the Navy dated *The Navy Unmanned Undersea Vehicle (UUV) Master Plan*, approved for public release, with nine prioritized capabilities and four vehicle classes. Ten days after that, Aeronautical Systems Center posted intent to award a sole-source action to General Atomics Aeronautical Systems for four MQ-9 aircraft plus an option for one, stating the government did not own the data rights. The Second Battle of Fallujah opened the same Sunday. American Forces Press Service recorded isolation on 7 November and the main fight as Operation Al Fajr on 8 November. Theater unmanned systems were already in inventory. Named public sortie logs for 7–30 November over the city were not fetched. The products that changed hands this month are not the plastic airframe over Galilee or the tracked hull in Waltham. They are operator access without a flag, factory title without a U.S. owner, written undersea autonomy that may not need the host to finish, and a production lot without a government technical-data file. Later payload speech, a January Carlyle/UK MOD recitation, January publication approval of the UUV plan, and a Reaper still in development are contrast, not the thesis. Wreckage, SSA text, and a November MQ-9 award date were not fetched; those Unknowns are not safe defaults.

## 1. Introduction: The Apparent Recap

A defense-industrial headline reduces November 2004 to a stack of vehicles: a Lebanese non-state actor flies a drone into Israel; Marines and soldiers enter Fallujah; a British firm buys a Massachusetts robot maker; the Navy publishes an undersea-vehicle plan; the Air Force posts intent to buy four more hunter-killers. A reader who treats those as five events expects a highlight reel. The contemporaneous public record does not make that calculation. It describes an access change whose operator is not a state, a close whose new owner is not American, a strategy paper whose vehicle may not need the host, and a production notice whose government does not own the drawings.1

The disparity is easiest to misunderstand when the month is read as a recap. Under that reading, Mirsad-1 becomes a border anecdote, Fallujah a combat set-piece, Foster-Miller a mergers item, the UUV plan a requirements document, and the MQ-9 notice a procurement footnote. Later memory then supplies payload weights, security-agreement language, publication-approval dates, and combat sorties that November's public file does not contain as 7 November facts. The opened November file runs the other way. The industrial and operational object is title. Hezbollah becomes a Sense actor when it can put an unmanned aircraft over Nahariya without being a state. TALON becomes a supply-chain object when a foreign firm can close on its manufacturer with U.S. security approval. The UUV becomes a Lab object when the Navy writes a vehicle that may complete a mission without communication with the host. MQ-9 becomes a Passport object when four airframes can be intended for award without government data rights.

This distinction matters. Capability analysis can target what a system can perceive, who may command it, and whether the evidence chain would let a later operator trust the path from sensor to act. Political-economy analysis asks whether unmanned access is still a state monopoly, a U.S.-prime monopoly, or something that can be flown, bought, and written without those properties. November 2004 answers that question more cleanly than it answers hours over Fallujah. A non-state UAV crossed a sealed border. A foreign firm took title to a U.S. EOD line. A Navy plan wrote autonomy and time-critical strike into undersea vehicles. An Air Force notice posted a lot without data rights.

The argument developed here is that title is not the vehicle, and that the trust failure is dual: proliferation plus ownership. Mirsad-1 is operator access without a flag. Foster-Miller is factory title under foreign ownership with a security-approval text not in the fetched file. The UUV plan is a written vehicle that may not need the host. MQ-9 is production intent without a government technical-data file. LrrK's objects earn their place only where they keep those plates separate. ## 2. A UAV Without a Flag

The first public plate is a same-day wire, not a later drone history. BBC, last updated 7 November 2004 at 17:03 GMT, reported that "the militant Lebanese group Hezbollah has flown a reconnaissance drone over Israeli territory for the first time." Hezbollah said the flight answered repeated Israeli violations of Lebanese airspace, that the unmanned craft overflew areas in northern Israel, and that it returned to Lebanese territory. The Israeli military confirmed the flight over western Galilee. In its own statement Hezbollah said a reconnaissance drone of the Islamic Resistance had carried out its first flights over "occupied northern Palestine," passed over "several Zionist settlements," reached "the coastal settlement of Nahariya," and returned "safely to its base." The Israeli military statement identified the drone as "an Iranian UAV (unmanned air vehicle) operated by the Hezbollah terror organisation." Israeli military sources told AFP the craft later crashed in southern Lebanon. Correspondents, BBC recorded, could not say whether the drone was homemade or bought from abroad. Hezbollah had not described its capabilities.2

Al Jazeera, the same day, published the Hezbollah naming and the clock. "A Mirsad-1 reconnaissance plane from the Islamic Resistance (the group's armed wing) overflew airspace in northern Palestine (Israel) for the first time at 10:30am (0830 GMT) and overflew a large number of Zionist settlements up to Nahariya, before returning to base safe and sound." Nahariya, Al Jazeera noted, lies on the Mediterranean several kilometres inside Israel. The IDF statement in that report was: "This morning, an Iranian UAV (unmanned air vehicle) operated by the Hizb Allah terror organisation infiltrated into Israel over the western Galilee." Hezbollah said it would continue such flights "in response to Zionist attacks on Lebanese sovereignty." The Israeli army called the incident "further evidence of the lack of control of the Lebanese government over activities carried out from within its territory" and said Israel "views gravely any infiltration into its sovereign territory from the air, sea or by land, and will act to ensure the security of its citizens." Neither Lebanese police nor UNIFIL, Al Jazeera reported, were able to confirm or deny the flight. A Lebanese security source separately told Al Jazeera that an Israeli unmanned surveillance aircraft had crashed in al-Bayyada in Naqura and that "some resistance fighters have taken the wreckage."3

CNN, from Beirut the same day, carried the IDF's Iranian-UAV identification, Hezbollah's retaliation claim, the reach to Nahariya, and the claim that the aircraft would fly "whenever the Islamic resistance sees fit."4 Haaretz, bylined Yoav Stern and AP, reported the Mirsad-1 announcement and a safe return to southern Lebanon; the fetched page is a title and lede, not the full body.5

Those sentences are facts about what named outlets published on a named day. They are not, without wreckage, a finding that the aircraft returned, and they are not, without an independent type identification, a finding that it was Iranian-built. Honesty requires four labels on that plate. Fact: Hezbollah announced a first unmanned reconnaissance overflight; the IDF confirmed a flight over western Galilee; Hezbollah named Mirsad-1, 10:30 a.m., Nahariya, and a safe return; the IDF named an Iranian UAV operated by Hezbollah; AFP, via BBC and Al Jazeera, reported an Israeli-source crash in southern Lebanon; UNIFIL and Lebanese police did not confirm. Inference, moderate: Iranian supply is the IDF line and is not independently proven in the 7 November wires. Judgment: the physical consequence is a reconnaissance across a sealed border by a non-state actor; the political consequence is that unmanned Sense is no longer a property of states. Unknown: crash versus safe return; homemade versus foreign-supplied; type (Ababil, Mohajer, or other); payload on 7 November, which Hezbollah did not claim that day.

Flight International, in a subsequent report fetched as a body (the retrieved page carries no visible publication date), added architecture the 7 November wires do not: a roughly five-minute overflight of Nahariyya; an Israeli-source identification of an Iranian-supplied Ababil with a 3.5 m wingspan and about 80 kg maximum take-off weight; a claimed crash into the Mediterranean; alleged IRGC assistance; claimed image transmission; and planned sensor redeployment, including possible Machbet fielding.6 Those sentences are facts about what Flight International published, not 7 November wire facts. The five-minute duration contradicts Nasrallah's later fourteen-minute claim. Type and IRGC assistance remain Israeli-source identifications. A Watch desk that records only "Hezbollah flew a drone" has already lost the object: the airframe is Sense; the Passport event is operator access without a flag.

Nasrallah's payload remarks are in-month and still not 7 November facts. ABC News, posted 13 November 2004, reported that at a Jerusalem Day rally in Baalbek he said: "I confirm what the Israeli chief of staff has said, Mirsad I can carry explosives of about 40 and 50 kilograms," with reach "deeper and deeper, against electricity and water installations and military bases." He said the first flight lasted fourteen minutes, that it had not been used as a military action, and that "we do not just have one plane, we have enough of them, and we have the capability of building as many planes as we need." ABC also reported a UN condemnation of both the Hezbollah flight and subsequent Israeli warplane violations, and Lebanese Information Minister Elie Ferzli's justification that international protests had not stopped Israeli overflights.7 Al Bawaba, dated 12 November, carried the same AFP-based quotations.8 Haaretz/AP's fetched 12 November lede reported a claimed capability to bomb Israeli targets from the air with the aircraft; the fetched page is a lede, not the full body.9

Fact, on 12–13 November reporting: Nasrallah claimed 40–50 kg, deeper reach, fourteen minutes, more than one aircraft, and a manufacturing capacity. Inference, moderate: the 7 November mission was reconnaissance, and the payload claim is deterrent speech, not a demonstrated 7 November load. Judgment: a Passport that recorded Mirsad-1 as an airframe would have certified the wrong artifact; the artifact is non-state operator access, with payload still a claim. Unknown: whether any aircraft in Hezbollah's inventory can carry 40–50 kg; how many aircraft exist; whether "building as many as we need" is assembly, Iranian supply, or rhetoric. Later literature would be envelope inheritance.

## 3. A Factory Without a U.S. Title

The second public plate is a close, not a robot photograph. Boston Business Journal, 9 November 2004, reported that Foster-Miller Inc., "a Waltham engineering, development and manufacturing company that does substantial defense contract work, said Tuesday that its sale to U.K.-based QinetiQ has been finalized." QinetiQ "paid $163 million for the company in a deal originally announced in September." Under the sale, QinetiQ "would allow Foster-Miller to operate as a subsidiary and retain its name and its management team." Employment was "350 in Waltham and another 30 in its Albany and Washington, D.C., locations," with an expected 15 percent workforce increase the next year. Foster-Miller's "primary business has been developing robotic, advanced material technology and medical devices for the consumer market and the U.S. Department of Defense." "As a result of its defense work, Foster-Miller's sale to a foreign company required Defense Department and State Department approval, a company official said." QinetiQ expected the acquisition to open U.S. defense and security markets and was part of a plan "to have its U.S. business exceed $1 billion in five years."10

Those sentences are facts about what Boston Business Journal published on the close day. They are not, without the approval file, a finding about what DoD and State required as conditions, and they are not a special security agreement text. Associated Press, in a 24 January 2005 NBC recitation fetched as a body, supplies the industrial identity the November close implies. Bob Quinn, identified as general manager of Talon robots for Foster-Miller Inc., "the Waltham, Mass., company that makes the SWORDS," described converting a Talon "which has been in military service since 2000" from defusing roadside bombs in Iraq into the armed SWORDS. The conversion was "a joint development process between the Army and Foster-Miller, a robotics firm bought in November by QinetiQ Group PLC, which is a partnership between the British Ministry of Defence and the Washington holding company The Carlyle Group." Quinn and Anthony Sebasto of Picatinny put the weapons conversion at about six months and about $2 million. The Talon, Quinn said, had already proven rugged: one was blown off a Humvee into a river in Iraq; soldiers opened its shrapnel-pocked control unit and drove it out. The $200,000 armed version would carry M249 or M240; operators used a 30-pound control unit. Sebasto "wouldn't comment on what happens if the robot and its controller fall into enemy hands."11

Honesty requires four labels on the close plate. Fact: on 9 November QinetiQ finalized a $163 million purchase of Foster-Miller; name and management were retained; DoD and State approval were required; TALON is Foster-Miller's EOD robot, in military service since 2000 per Quinn in the later AP recitation; QinetiQ is described in that recitation as a UK MOD–Carlyle partnership. Inference, moderate: a special security agreement, or an equivalent foreign-ownership control arrangement, will govern classified work; TALON remains the theater EOD line even as title moves. Judgment: the physical consequence is that the tracked hull in Iraq does not change owners when the factory does; the political consequence is that a U.S. Sense-Move-Act robot line is now a foreign-owned industrial object under U.S. security approval. Unknown: the SSA or equivalent text; CFIUS-equivalent file contents; whether any TALON technical data left U.S. control on 9 November; SWORDS combat status, which the AP recitation dates as a January 2005 preparation for a March–April shipment, not as a November 2004 deployment.

A Control Fabric that records only "a British firm bought a robot company" has already lost the object. TALON is a Move platform for EOD Act. Waltham is a factory. The operators in Iraq remain U.S. EOD; the title is QinetiQ's. The trust boundary is not the tread. It is whether the command path from the 30-pound control unit through Foster-Miller's retained management to a UK-owned parent remains an evidence chain after the close. Boston Business Journal does not publish that chain. Absence of a published assurance record is not evidence that the close is unsound. It is evidence that November's public product is a price, an approval requirement, and a subsidiary structure, not a signed Passport.

SWORDS is contrast, not a second thesis. The January AP piece recites a November buy in the service of an armed-robot story. A 1 December Wired discussion was a forward indicator in the source filing and is not treated here as a November fact. The factory changed hands. The operators did not.

## 4. A Vehicle That May Not Need the Host

The third public plate is a dated strategy document, not a launch photograph. *The Navy Unmanned Undersea Vehicle (UUV) Master Plan*, 9 November 2004, "Approved for Public Release; Distribution Unlimited," states that the update was chartered in December 2003 by the Deputy Assistant Secretary of the Navy and OPNAV N77, expanding the April 2000 plan. Using Sea Power 21 for guidance, it lists nine prioritized Sub-Pillar capabilities: intelligence, surveillance, and reconnaissance; mine countermeasures; anti-submarine warfare; inspection/identification; oceanography; communication/navigation network node; payload delivery; information operations; time-critical strike. To realize those capabilities it recommends four UUV classes: man-portable (less than 100 pounds), lightweight (about 500 pounds), heavyweight (about 3,000 pounds), and large (about 20,000 pounds); standards and modularity; a balanced technology program; more experimentation; coordination with other unmanned-vehicle programs; and fielding systems in the fleet. The fetched text carries a PEO/OPNAV concurrence block and approval by OPNAV N77 and DASN L&MW.12

The document's own definition is the Lab object. A UUV is a "self-propelled submersible whose operation is either fully autonomous (pre-programmed or real-time adaptive mission control) or under minimal supervisory control and is untethered except, possibly, for data links such as a fiber optic cable." The vision language is more explicit than a requirements list. One can "conceive of scenarios where UUVs sense, track, identify, target, and destroy an enemy—all autonomously and tie in with the full net-centric battlespace." Time-critical strike "provides the capability to deliver ordnance to a target with sensor-to-shooter closure measured in seconds, rather than minutes or hours." "Launching a weapon from a UUV, or a UUV delivered weapon cache, allows a launch point closer to the target." The plan also records the constraint that "man-in-the-loop control of weapon launch will be required for the foreseeable future." GlobalSecurity.org's rendering of the same family of claims includes a sentence the Watch desk needs: status updates, mission changes, or weapons-launch decisions can be directed from the mother ship, "but the platform has decision making capabilities such that communication with the host vessel is not required for successful operation of the platform."13

NAVSEA public affairs, in a MarineLink item, dates the administrative clock the document date does not: the plan was "completed late in 2004 and approved for publication in January," the first since 2000. Man-portable systems such as SAHRV had already been used by Special Operations Forces, including SEAL teams, "to map underwater approaches in real world operating areas," and other man-portable variants with EOD teams, "notably in mine countermeasures operations in the CENTCOM (US Central Command) area of responsibility." MarineLink highlighted a 21-inch-diameter Long Range Mine Reconnaissance System and its follow-on Advanced Development UUV as the heavyweight path; the Master Plan's own acronym table names LMRS the Long-term Mine Reconnaissance System.14

Fact: the 9 November document exists, is approved for public release, states nine capabilities and four classes, defines autonomy including completion without a tether, and writes time-critical strike while retaining man-in-the-loop for weapons launch. Inference, moderate: man-portable MCM remains the only combat-proven class in the NAVSEA account; heavyweight and large classes are a roadmap, not an inventory. Judgment: the trust boundary is a vehicle that may not need the host to finish the mission; undersea Sense-Move-Act now has a public strategy whose ninth capability is strike. Unknown: public-release versus internal annexes; whether January publication approval changed any 9 November sentence; any named November combat UUV hour beyond the NAVSEA SAHRV and CENTCOM EOD recitation.

Until a dated pairing of a named vehicle class with a named host and a named mission completion without communications exists, Watch records a written architecture, not employment of a strike UUV. Sense is ISR, oceanography, inspection. Move is the four classes and launch-and-recovery. Act is payload delivery, information operations, and time-critical strike as written futures, not as a November shot. Treating the master plan as proof the Navy can already hunt, kill, and trust an autonomous undersea vehicle without the host is a judgment the document does not support.

## 5. A Production Lot Without Data Rights

The fourth public plate is a sole-source intent, not a combat deployment. On 19 November 2004, GlobalSecurity.org records, Aeronautical Systems Center, Reconnaissance System Program Office (ASC/RAK), announced intent to award contract F33657-02-G-4035 0039 on a sole-source basis to General Atomics Aeronautical Systems, Inc., for four MQ-9 aircraft, with an option for one additional aircraft. General Atomics "was the sole designer, developer, and manufacturer of the Predator system, and was the only firm that possesses the necessary knowledge, experience and technical data required to perform these efforts." "The government did not own the data rights for the system. Therefore, to avoid duplication costs, the government intended to award the effort pursuant to the authority of 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1." Period of performance was fifteen months.15

Those sentences are facts about a November intent notice as compiled on that program page. They are not an award date. They are not IOC. They are not a combat sortie. The same compilation places an earlier sole-source SDD intent on 24 November 2003 (F33657-02-G-4035 0023), ACC commander's approval of an MQ-9 concept of operations in June 2003, and a first Predator B prototype flight on 2 February 2001. Later sentences on the same page — the September 2006 "Reaper" name, 2007 Creech arrival, GAO concurrency findings — are after the collection cutoff and are not used as November facts. The November action is four-plus-one, sole source, no data rights, fifteen-month performance.

Honesty requires four labels. Fact: ASC posted intent for four MQ-9s plus one option, sole source to GA-ASI, government without data rights, 10 U.S.C. 2304(c)(1) / FAR 6.302-1, fifteen-month POP. Inference, moderate: this is concurrency beginning inside system development, not a fielded hunter-killer force. Judgment: the Passport object is the missing data-rights file; the United States can intend to buy the aircraft without owning the drawings that would let it maintain, modify, or recompete the system as a government artifact. Unknown: the actual award date versus the 19 November intent date; dollar value of order 0039 in the fetched notice; whether any November 2004 MQ-9 flew a combat sortie — none was fetched.

A Watch desk that records "the Air Force is buying Reapers" has already lost the month: the name is not public yet, the aircraft is in development, and General Atomics holds the technical data. The trust failure is the QinetiQ close inverted: there the United States approved foreign title to a factory it had been buying from; here it is buying airframes whose know-how remains with the vendor. In both cases the hull is visible and the evidence chain is not.

## 6. The Stack Already Owned, the Logs Still Thin

Fallujah is contrast, not a fifth thesis. American Forces Press Service, 8 November 2004, reported Gen. George W. Casey Jr., from Baghdad, that American and Iraqi forces were in combat in Fallujah in Operation Al Fajr. Between 10,000 and 15,000 American and Iraqi troops were taking part. Casey estimated about 6,000 foreign terrorists and Baathist insurgents in the city. Isolation, he said, began 7 November, "with Iraqi special operations forces taking the main hospital and Marines taking two bridges across the Euphrates." "All of yesterday's objectives were achieved on or ahead of schedule."16 The fight happened. It happened the same Sunday Hezbollah flew Mirsad-1.

The unmanned stack the force already owned is the contrast with Galilee. Theater systems available in open reporting of the period include Predator with reach-back, Pioneer, ScanEagle, Raven and Dragon Eye, Shadow and Hunter, PackBot and TALON. A DVIDS image caption, date taken 9 November 2004, records U.S. Marines preparing a hand-launched Dragon Eye along the outskirts of Fallujah "in the first hours of Operation Al Fajr on Nov. 8," attributed to 3rd Battalion, 5th Marine Regiment, 1st Marine Division, photo by Cpl. James J. Vooris.17 That is a named system at the edge of the city on a named day. It is not a sortie table.

On Point II, the Army's 2008 official history, is the thickest public description of UAV use inside the assault and is later than the collection cutoff. It is used here only as a later compilation, not as a 7–30 November primary log. It records Task Force 2-2 Infantry's assistant S2 on imagery of defensive positions, rooftop weapons, and daisy-chained IEDs; Task Force 2-7 Cavalry's assistant S2 on UAVs showing the enemy one or two kilometers ahead; Raven on TF 2-7 routes of advance; and Marine UAV flights over the city for months before the assault.18 Those sentences are facts about a 2008 history. They are not a fetched 7–30 November 2004 sortie table.

Fact: Al Fajr isolation 7 November, main fight 8 November, 10,000–15,000 troops as Casey stated, Dragon Eye photographed 8–9 November. Inference, high: the unmanned stack in theater was used. Inference, moderate: persistent ISR and robot-first EOD were part of the densest urban fight of the Iraq war; airspace below 3,000 feet was crowded. Judgment: Fallujah is the month's employment of systems the force already owned; Hezbollah is the month's proliferation of operator access the state did not own. Unknown: platform hours, TALON and PackBot counts inside the city in November, Predator hours on the Fallujah CAS stack. Filling those lines from later photography collections would be the error the source filing already refused.

The contrast is the argument. In Fallujah the United States used unmanned Sense and Move it already held. Over Galilee a non-state actor used unmanned Sense it was not supposed to hold. In Waltham a foreign firm took title to the EOD line that urban fight depends on. Title, not the vehicle, is what the month changed.

## 7. What a Passport Would Have Recorded

A November Passport, written the way LrrK would write it, would have recorded four property objects and left the rest empty. Mirsad-1: operator Hezbollah, dual-source 7 November, type Iranian per IDF and not independently proven, crash versus return disputed, payload empty on 7 November, 40–50 kg as 12–13 November speech. Foster-Miller: $163 million, 9 November close, QinetiQ title, DoD and State approval, name and management retained, SSA text empty, TALON still the EOD line, SWORDS not a November combat fact. UUV Master Plan: 9 November document date, nine capabilities, four classes, completion without the host as written, time-critical strike with man-in-the-loop retained, combat-proven class man-portable MCM per NAVSEA. MQ-9: 19 November intent, four plus one, sole source, no government data rights, fifteen-month POP, award and combat empty. Fallujah: battle yes, Dragon Eye at the edge yes, named hours empty.

Campaign is not a shooting campaign. It is the month unmanned access became something a non-state can fly and a foreign firm can own. Control Fabric is the TALON controller under a UK parent, the missing MQ-9 data-rights file, and the UUV that may not need the host. Watch refuses a 7 November explosive payload, a November SWORDS patrol, a January publication as a November event, or an MQ-9 combat sortie. Lab is undersea autonomy as written. Kestrel correlates 7 November Galilee with Fallujah isolation, and 9 November QinetiQ with the UUV plan, and stops. Sense is Mirsad-1, Dragon Eye, and ISR as the UUV first priority. Move is the tracked hull and the four UUV classes. Act is Nasrallah's claim, TCS as a ninth undersea capability, and MQ-9 as a development-plus-lot program — not a November shot.

The honest limit is the source filing's. Wreckage or a UNIFIL confirmation would move crash versus return. An independent type identification would move Iranian supply off the IDF line. The SSA text would move foreign-ownership control from inference to fact. A November contract action with a dollar value would move the MQ-9 intent to an award. A VMU, I MEF, or EOD after-action with named hours would move Fallujah off "stack present, logs thin." Until those dispositions exist, "not established" is a gap. It is not a finding that the gap is safe.

## 8. Conclusion

November 2004 is misread when it is remembered as a month of vehicles. A non-state actor put an unmanned aircraft over Nahariya and had the flight confirmed by the IDF the same day, while crash versus return, type, and payload remained disputed or later-spoken. A British firm closed on Foster-Miller for $163 million with DoD and State approval, while TALON operators in Iraq remained American and the security-agreement text remained unpublished. The Navy dated a UUV master plan that writes nine capabilities, four classes, and a vehicle that may finish without the host, while man-portable MCM remained the combat-proven class in the public-affairs account. ASC posted intent to buy four-plus-one MQ-9s without data rights, while the aircraft remained in development. Fallujah used the stack the force already owned, and the public hours remain thinner than the battle's fame.

The trust failure is proliferation plus ownership. Unmanned Sense can now be operated without a state. Unmanned EOD Move can now be titled without a U.S. firm. Unmanned undersea Act can now be written as a vehicle property rather than a ship property. Unmanned air Act can now be bought as a lot whose drawings the government does not own. The vehicles are what a photograph would show. Title is what a Passport would have to record.

LrrK's job on a month like this is not to reprint five signals. It is to name the property object and leave the empty lines empty. A Passport that recorded Mirsad-1 as an Iranian type, TALON as still American because the operators were American, the UUV plan as a fielded strike capability, or the MQ-9 notice as combat, would have certified the wrong artifact. A Watch desk that converted Nasrallah's 12 November speech into a 7 November load, or Casey's troop count into UAV hours, would have certified the wrong event. The durable record is narrower: unmanned access became a title problem in November 2004, the vehicle was not that title, and the gaps around wreckage, security-agreement text, award dates, and named hours were not then, and are not now, safe defaults.
