**Verified extract — [Fact — B1]** Nikkei reported the government cabinet decision on the 27th setting 10 December as the enforcement date of the amended Aviation Act regulating small unmanned aircraft (drones). The amendment, passed 4 September, was the first operational-rule set for drones that had been effectively outside legal regulation: flight over densely inhabited districts or near airports would require national permission. MLIT would define those districts by ministerial ordinance, envisioned as areas with 4,000 or more people per square kilometre — Tokyo's 23 wards and major-city urban areas.
