## Executive read

### BLUF

April was the first state-on-state one-way UAV war from Iranian soil: 13–14 April True Promise put ~170 drones plus cruise and ballistic on Israel (IDF: none of the drones entered Israeli territory), Israel answered at Isfahan on the 19th, and Kinmen’s problem this month was a DJI over Erdan, not a J-16.

### Key judgments

1. **[Assessment — high confidence]** IDF Hagari via BBC: more than 300 drones and missiles on 13–14 April — 170 drones, 30 cruise, at least 110 ballistic in the televised cut; 99% intercepted; CENTCOM destroyed more than 80 drones and at least six ballistic missiles; all 170 drones kept out of Israeli territory per Hagari.
2. **[Assessment — high confidence]** 19 April: Iran called the reply “mini-drones”; AP Planet imagery days later is consistent with a hit on an S-300 “flap-lid” radar near Isfahan.
3. **[Inference — moderate confidence]** Two other Control Fabrics failed in smaller ways the same month: Hezbollah UAVs into Arab al-Aramshe (17 April) and PRC DJI over Kinmen’s Erdan (30 March–8 April).

### Analytic labels

- **Fact** — verified reporting or primary record
- **Assessment** — analytic judgment
- **Inference** — reasoned but not directly observed
- **Uncertainty** — unresolved information gap

### Source grades

- **A1** — authoritative primary record / directly confirmed
- **B1–B2** — generally reliable and corroborated
- **C3** — useful but requires caution

## 01. 13–14 April — True Promise, 170 drones

*Event / publication dates: night 13–14 April 2024; BBC/Hagari 14 April*

**Verified record — [Fact — B1]** BBC: first-ever Iranian strikes on Israeli territory from Iranian soil. Hagari: 170 drones and 30 cruise missiles, none entered Israeli territory; at least 110 ballistic, a small number reached Israel; 99% of the barrage intercepted. IRGC launched drones then ballistic so they would arrive together. CENTCOM: more than 80 drones and at least six ballistic destroyed; some Houthi-area drones killed on the ground. UK Typhoons shot down attack drones; Jordan intercepted objects in its airspace. A seven-year-old Bedouin girl was severely injured by shrapnel. Fetched: https://www.bbc.co.uk/news/world-middle-east-68811273

**Threat landscape.** Cheap one-way Act as the opening wave of a state missile raid. The coalition C-UAS/IAMD picture held.

**Intelligence assessment.** [Assessment — high confidence] The 170/30/110 mix is the IDF public ledger. [Uncertainty] Exact Iranian launch count vs IDF count; Shahed-136 vs claimed Shahed-238.

**Opportunity.** The CENTCOM shooter log.

**LRRK relevance.** Campaign / Kestrel / Control Fabric. Passport: 13–14 April, 170 UAV, 30 cruise, 110+ ballistic, 99% claim.

**Confidence.** High on the event and the IDF mix; moderate on “99%.”

## 02. 1 April — Damascus consulate, the trigger

*Event / publication dates: 1 April 2024 Damascus; IRGC deaths confirmed in open press*

**Verified record — [Fact — B1]** BBC/Al Jazeera cluster: 1 April strike on the Iranian consular building in Damascus killed IRGC officers including Maj. Gen. Mohammad Reza Zahedi. Iran framed True Promise as the reply. Fetched: https://www.bbc.co.uk/news/world-middle-east-68811273

**Threat landscape.** A diplomatic-site strike became a one-way UAV war. The trust question is escalation control, not airframe.

**Intelligence assessment.** [Assessment — high confidence] The 1 April strike and IRGC deaths are the public trigger. [Uncertainty] Israeli on-record acknowledgment — not fetched as a primary here.

**Opportunity.** The IRGC funeral/name list.

**LRRK relevance.** Campaign / Watch. Record 1 April, Damascus consular annex, IRGC generals.

**Confidence.** High.

## 03. 19 April — Isfahan, “toys” vs an S-300 radar

*Event / publication dates: 19 April 2024; AP Planet analysis days later*

**Verified record — [Fact — B1]** AP: Iranian FM called the 19 April event “not a strike” / “toys that our children play with – not drones.” Planet Labs Monday imagery near Isfahan air base: burn marks around a previously identified S-300 “flap-lid” engagement radar covering the Natanz complex; other battery kit appeared removed. Iraqis found SAM remnants south of Baghdad; a Syria radar site was also struck the same day — consistent with standoff missiles plus possible small drones. Fetched: https://apnews.com/article/iran-israel-s300-radar-hit-isfahan-attack-ce6719d3df8ebf5af08b035427ee215c

**Threat landscape.** The reply was small, precise, and aimed at the Sense that protects nuclear infrastructure.

**Intelligence assessment.** [Assessment — moderate-to-high confidence] A limited strike damaged an S-300 radar near Isfahan. [Uncertainty] Missile-vs-drone mix — Iran said mini-drones; U.S. officials described missiles from aircraft.

**Opportunity.** The Planet frame pair.

**LRRK relevance.** Campaign / Kestrel / Control Fabric. Passport: 19 April, Isfahan, S-300 radar, Iranian “toys” line.

**Confidence.** High on imagery-consistent damage; moderate on shooter.

## 04. Kinmen — DJI over Erdan, gray-zone Sense

*Event / publication dates: 30 March overflight; CNA 1 and 3 April; ISW 12 April wrap*

**Verified record — [Fact — B1]** CNA 1 April: Defense Minister Chiu Kuo-cheng — a PRC DJI filmed resupply on Erdan (Kinmen) 30 March; “training insufficient”; SOPs exist but Kinmen Defense Command did not execute; he will hold people accountable. CNA 3 April: Army Chief of Staff Chen Chien-yi — gray-zone intrusion and cognitive operation; if the UAV is in range, “shooting is the means we adopt.” ISW 12 April: flares and jamming guns used again on 8 April over Erdan/Menghu. Fetched: https://www.cna.com.tw/news/aipl/202404010109.aspx ; https://www.cna.com.tw/news/aipl/202404030232.aspx ; https://understandingwar.org/research/china-taiwan/china-taiwan-weekly-update-april-12-2024/

**Threat landscape.** Outer-island Sense is being filmed by a civilian quadcopter. ROE is flare/jam vs live fire.

**Intelligence assessment.** [Assessment — high confidence] The 30 March Erdan DJI event occurred as MND described. [Uncertainty] Operator (netizen vs tasked). Chen rejects the “blogger” cover.

**Opportunity.** The Erdan stills and the jam-gun log.

**LRRK relevance.** Watch / Kestrel / Passport. Record 30 March, Erdan, DJI, flares/jammers, Chiu “training.”

**Confidence.** High.

## 05. 17 April — Hezbollah UAVs into Arab al-Aramshe

*Event / publication dates: 17 April 2024; BBC same week*

**Verified record — [Fact — B1]** BBC: 14 Israeli soldiers wounded in a missile-and-drone attack; IDF: ATGMs and explosive drones from Lebanon toward Arab al-Aramshe; six seriously, two moderately injured among the 14. Haaretz via BBC: drones after the ATGMs, one exploded on a community center. IDF then struck Hezbollah aerial-defence infrastructure in northern Baalbek. Fetched: https://www.bbc.com/news/world-middle-east-68845281

**Threat landscape.** Hezbollah Act is mixed ATGM + one-way UAV against a border community that did not evacuate.

**Intelligence assessment.** [Assessment — high confidence] The 17 April UAV/ATGM mix occurred as IDF described. [Uncertainty] UAV type (Ababil-class claims exist in secondary).

**Opportunity.** The IDF type still.

**LRRK relevance.** Campaign / Watch / Kestrel. Record 17 April, Arab al-Aramshe, explosive UAVs, 14 WIA.

**Confidence.** High.

## Forward indicators

Ranked watchlist as of the collection cutoff (what a Watch desk would have monitored next).

1. Whether Iran–Israel stays at “done” or a second UAV/missile wave appears.
2. Kinmen live-fire vs the next DJI.
3. Hezbollah UAV tempo after Aramshe/Baalbek.
4. Next MAGURA/Sea Baby named hull.
