April opened a civil-military split inside the U.S. government's own drone fleet and a new UAV war outside it: Interior's 2018 use report (published 1 April) showed more than 10,000 flights on a ~530-aircraft fleet even as DoD's COTS freeze stood, and on 4 April Khalifa Haftar announced the assault on Tripoli that later reporting will count as a Wing Loong / TB2 war — the UAV types are not all dated as April primaries here.

**Verified record — [Fact — C3]** Haftar's LNA announced an offensive on Tripoli on 4 April 2019 — a dated war-start. IISS (November 2019) later describes UAE-provided Wing Loong I/II for the LNA from Al Khadim and Turkish TB2 for the GNA from Misrata/Mitiga, and UN-panel strike counts. Those aircraft and counts are not treated as April 2019 fetched shot tables in this filing.
