### BLUF

July turned extra-theater Act into convention-season lawfare: after Nice, Trump told Fox he would seek a declaration of war on ISIS — something Congress has not done since 1945 — while Clinton’s camp kept Obama’s 2001 AUMF theory and a “nice to have” ISIS-specific authorization, with 29 August Part 107 still a countdown, not an effective rule.
