Rand Paul’s nearly 13-hour filibuster seeking more information on the administration’s domestic drone policy. After Attorney General Eric H. Holder Jr. wrote that the president does not have the “authority to use a drone to kill an American not engaged in combat on American soil,” Paul called the effort a success, voted for cloture (81–16) but against the nomination. Democrats Patrick Leahy and Jeff Merkley and independent Bernard Sanders joined Republicans against confirmation; Marco Rubio and Ron Wyden voted to confirm. Brennan had served under Bush and Obama; Obama had considered him for CIA four years earlier but interrogation-program objections blocked it. Leahy wanted more drone-program documents; Merkley said an “inside player in both administrations” was “not the right person” to change the CIA. Obama praised the “bipartisan confirmation.”
