July closed the Mosul urban battle as a public milestone and left the COTS-UAS residue on the ledger: Iraqi Prime Minister Abadi declared Mosul’s liberation in the second week of July after nine months of fighting in which IS commercial and homemade drones had been an on-the-record ISR and drop-Act problem — while U.S. hobbyist registration remained vacated and the Army’s DJI halt was still one memo away.

## Liberation versus residue

Abadi’s second-week-of-July announcement is treated as a political Fact of the cutoff. It is not treated as a UAS after-action. The transferable lesson in this archive is still the process: retail parts, GoPros, mission forms, “air observation division,” SVBIED cueing, and hobby-quad drops — all dated to earlier fetched pages.

A July desk that invented a captured-drone count, a last-factory grid, or a coalition C-UAS kill-board would have been writing the brief the ISF did not publish this month in a page we fetched.
