December closed 2002 with a paper UAV war and a real one: Iraq’s 7 December declaration claimed an 80 km UAV range that Washington would later call a lie; a Predator fired a Stinger at an Iraqi MiG on 23 December and was itself shot down; a Firebee dropped a payload on 20 December; OSD published a UAV roadmap; and GA-ASI took a 12-airframe order.

## 01. 7 December — Iraqi declaration, 80 km UAV claim

*Event / publication dates: 7 December 2002*

**Verified record — [Fact — A1]** Powell, 5 February 2003 (White House and CNN transcripts opened): “According to Iraq’s December 7 declaration, its UAVs have a range of only 80 kilometers.” He will later contrast that with a 27 June 2002 test he says went 500 km. As of 31 December 2002 the public fact is the declaration’s existence and the 80 km claim as later quoted from it. Blix, in Powell’s telling, called the 12,200-page declaration rich in volume and poor in information. **Threat landscape.** A declaration that omits or understates UAV range is a paper trust failure. Whether the 500 km racetrack is true is a February fight.

**Intelligence assessment.** [Assessment — high confidence] A 7 December declaration was filed. [Inference — moderate confidence] UAV language in it will become a casus in the U.S. brief. [Uncertainty] The declaration PDF itself was not opened this pass; the 80 km figure is taken from Powell’s later quotation.

## 02. 23 December — Predator vs. MiG, then lost

**Verified record — [Fact — B1]** CRS RL31872: Predators flying Southern Watch had expanded to an offensive role, destroying Iraqi mobile radar units with Hellfire; Iraqis shot down as many as three UAVs over southern Iraq; “One Predator was shot down by an Iraqi MIG on December 23, 2002, but not before shooting a missile of its own at the MIG.” CRS cites 60 Minutes II, CBSNews.com, 8 January 2003, that Predator fired a missile in a dogfight; Air Force stated Predator will not be used in a dogfight but will fire air-to-air missiles in self-defense; no information on the MiG’s fate. **Threat landscape.** An unmanned aircraft in air-to-air is a C2 and ROE event: self-defense Stinger vs. a manned fighter.

**Intelligence assessment.** [Assessment — high confidence] 23 December loss after an outbound missile is the opened fact. [Inference — moderate confidence] Southern Watch is where the armed Predator learned a second mission set (SEAD/radar, then self-defense). [Uncertainty] Missile type (later often called Stinger) is not named in the opened CRS paragraph.

**Opportunity.** The tape, the ROE card, and the MiG BDA.

## 03. 20 December — Firebee drops a payload

**Threat landscape.** A target-drone lineage airframe becoming a dropper is a cheap-UCAV experiment, not a Predator replacement.

**Intelligence assessment.** [Assessment — high confidence] 20 December is the dated first payload-drop test as recorded. [Inference — moderate confidence] Northrop Grumman is hedging Global Hawk with a reusable/expendable dropper. [Uncertainty] Aerospace Daily full text not separately opened.

## 04. December — OSD UAV Roadmap 2002–2027 and a 12-Predator buy

## 05. UCAV JPO stood up December 2002

**Verified record — [Fact — B1]** CRS: a UCAV JPO was stood up in December 2002 to address joint Air Force and Navy issues; goal to create standards so UCAVs can be built along common lines to decrease costs. **Threat landscape.** Joint standards are how a DARPA demo becomes two services’ airplane — or dies in commonality fights.
