On 3 November a CIA Predator put two Hellfires into a car in Marib, Yemen, killing Qaed Salim Sinan al-Harethi and five others — the first opened U.S. remote-kill outside Afghanistan — under rules President Bush had already delegated, while UNSCR 1441 on 8 November put Iraq back on a last-chance clock that would soon include UAVs as alleged delivery systems.

## 02. 6 November — NYT: Bush’s rules, not a presidential trigger-pull

**Verified record — [Fact — A1]** White House transcript of Powell, 5 February 2003 (opened): “Last November 8, this council passed Resolution 1441 by a unanimous vote.” The resolution’s purpose, in Powell’s later telling, was to disarm Iraq of WMD; it gave Iraq one last chance.
