Craft over 25 kg would have to be inscribed in the Registro de Matrícula de Aeronaves and hold an airworthiness certificate; those under 25 kg would not. The decree classified aircraft as over 25 kg, under 2 kg, and up to 25 kg. All drones required a fixed identification plate; operators needed an operations manual and a per-operation aeronautical safety study (including maximum wind). Pilots had to hold any pilot licence including ultralight, or prove the theoretical knowledge required for one.
