**Verified extract — [Fact — B1]** El Mundo reported the Consejo de Ministros temporary regime for remotely piloted aircraft under 150 kg at takeoff. Craft over 25 kg would have to be inscribed in the Registro de Matrícula de Aeronaves and hold an airworthiness certificate; those under 25 kg would not. The decree classified aircraft as over 25 kg, under 2 kg, and up to 25 kg. All drones required a fixed identification plate; operators needed an operations manual and a per-operation aeronautical safety study (including maximum wind). Pilots had to hold any pilot licence including ultralight, or prove the theoretical knowledge required for one. Permitted aerial work included R&D, phytosanitary and firefighting dispersal, observation and surveillance, aerial advertising, radio/TV, emergency, search and rescue.
