## Executive read

### BLUF

June put twenty Dragon Eye systems into Marine operator evaluations and closed the MTCR engine-control saving clause on the 19th — a small-UAS fielding month and an export-control month — while an Iraqi UAV test that Powell would later date to 27 June was not yet a public fact and is not treated here as one.

### Key judgments

1. **[Assessment — high confidence]** June–July 2002 Dragon Eye operator evaluations are the documented next step after Kernel Blitz and the July 2001 two-vendor awards.
2. **[Assessment — high confidence]** As of 19 June, ECCN 9A101’s new 400 N thrust floor is fully in force.
3. **[Inference — moderate confidence]** Millennium Challenge 2002 is the joint-experiment wrapper in which small UAS, not only Predator, is being socialized as a transformation tool.

### Analytic labels

- **Fact** — verified reporting or primary record
- **Assessment** — analytic judgment
- **Inference** — reasoned but not directly observed
- **Uncertainty** — unresolved information gap

### Source grades

- **A1** — authoritative primary record / directly confirmed
- **B1–B2** — generally reliable and corroborated
- **C3** — useful but requires caution

## 01. Dragon Eye operator evaluations open

*Event / publication dates: June–July 2002*

**Verified record — [Fact — A1]** JFCOM: twenty Dragon Eye systems for operator evaluations between June and July 2002; three air vehicles and one GCS per system. Designation-Systems: beginning mid-2002, systems supplied to some Marine units for field evaluation. NASM: operationally used first in OIF 2003. Sources opened: https://web.archive.org/web/20041017053912/http://www.jfcom.mil/about/experiments/mc02/concepts/drageye.htm and https://designation-systems.net/dusrm/app2/q-14.html and https://airandspace.si.edu/collection-objects/uav-aerovironment-rq-14-dragon-eye-computer-control-system/nasm_A20070212000

**Threat landscape.** A battalion that can launch a five-pound scout in one hour of battery is testing whether “see over the next hill” is real or a brochure.

**Intelligence assessment.** [Assessment — high confidence] Evaluations are a June event. [Inference — moderate confidence] Weaknesses later named after OIF (no zoom, no IR option in some kits) may already be appearing in eval notes. [Uncertainty] June scoring sheets were not fetched.

**Opportunity.** Eval deficiency reports and BAI vs. AeroVironment scorecards.

**LRRK relevance.** Lab / Kestrel. Small-UAS path to Iraq.

**Confidence.** High on the eval window.

## 02. 19 June — 9A101 saving clause ends

*Event / publication dates: 19 June 2002*

**Verified record — [Fact — A1]** 20 May 2002 FR rule: exports/reexports of items removed from no-license eligibility by the 9A101/1C107 changes may continue without a license until 19 June 2002. After that date the new 400 N thrust floor and revised graphite parameters are fully applied. Source opened: https://www.govinfo.gov/content/pkg/FR-2002-05-20/pdf/02-12622.pdf

**Threat landscape.** Small turbojet makers and UAV integrators now need licenses they may not have needed in May.

**Intelligence assessment.** [Assessment — high confidence] The clause ended this month. [Inference — moderate confidence] Compliance scramble, not a headline, is the June export story. [Uncertainty] No June 2002 license-denial press was opened.

**Opportunity.** License-application spike around 19 June.

**LRRK relevance.** Campaign / Supply.

**Confidence.** High — primary FR.

## 03. Global Hawk pairing — 47 flights by July, June inside the run

*Event / publication dates: AV-3/AV-4 pairing late March–July 2002*

**Verified record — [Fact — B1]** Air Force Magazine: the AV-3/AV-4 pairing completed 47 flights by July. June is inside that run. Smithsonian: Afghanistan operations 11 November 2001–28 September 2002, 60 combat missions, 1,200 hours, 17,000 images. Sources opened: https://www.airandspaceforces.com/article/1103eyes/ and https://www.smithsonianmag.com/air-space-magazine/send-in-the-global-hawk-8601982/

**Threat landscape.** HALE is a going concern again — and still a tiny fleet.

**Intelligence assessment.** [Assessment — high confidence] June sorties are part of the 47. [Inference — moderate confidence] A second crash (later July) is the residual risk. [Uncertainty] June-only hours not fetched.

**Opportunity.** Monthly mission-effectiveness reports.

**LRRK relevance.** Watch. Continuing HALE combat.

**Confidence.** High on the pairing run; July crash is a forward indicator.

## 04. Iraqi UAV activity is not a public June 2002 signal

*Event / publication dates: Powell, 5 February 2003, will cite intelligence collected 27 June 2002; that citation is not public this month*

**Verified record — [Fact — A1]** The White House/CNN transcripts of Powell’s 5 February 2003 UN speech (opened for later filing) state that intelligence collected on 27 June “last year” showed an Iraqi UAV flying 500 km on autopilot, omitted from Iraq’s 7 December 2002 declaration. As of 30 June 2002 that collection, if it occurred, was not a public record. It is logged here only as a collection-integrity note: this desk does not treat a 2003 speech as a June 2002 public event. Sources opened (and reserved for February 2003): https://edition.cnn.com/2003/US/02/05/sprj.irq.powell.transcript.08/index.html and https://georgewbush-whitehouse.archives.gov/news/releases/2003/02/20030205-1.html

**Threat landscape.** None that is public this month.

**Intelligence assessment.** [Uncertainty] Whatever the IC collected on 27 June was not released. Inventing a June 2002 public Iraqi-UAV crisis would violate the hard rule against fake dates.

**Opportunity.** If a contemporaneous June 2002 leak existed, it was not found in opened sources.

**LRRK relevance.** Watch. Collection integrity is the signal.

**Confidence.** High that the public record is silent this month.

## 05. UOES REMUS and HUGIN I training fills — undersea continuing

*Event / publication dates: UOES ongoing; HUGIN I used at intervals pending HMRS*

**Verified record — [Fact — B1]** Clegg/Peterson; Kongsberg on HUGIN I interval use from *Karmøy* after HMRS approval. Sources opened: https://doi.org/10.1109/oceans.2003.178069 and https://cdn.geo-matching.com/6pyV0voj.pdf

**Threat landscape.** Two allied MCM AUV paths remain in training/eval, not in a shooting port.

**Intelligence assessment.** [Assessment — high confidence] Continuing programs. [Inference — moderate confidence] October 2002 Bahrain REMUS accuracy test will be the next dated U.S. undersea event. [Uncertainty] June 2002 in-water days not fetched.

**Opportunity.** Interval-deployment logs from *Karmøy* and NSCT-1.

**LRRK relevance.** Lab. Mix UAS, undersea, policy.

**Confidence.** High on continuity.

## Forward indicators

Ranked watchlist as of the collection cutoff (what a 2001–2011 Watch desk would have monitored next).

1. Close of Dragon Eye July evals and any downselect signal.
2. Global Hawk reliability through the summer.
3. PackBot first combat (later July, Nasarat).
4. Hunter/Apache teaming and BAT drops (later 2002).
5. Any public Iraqi UAV disclosure (none this month).

> **Collection integrity.** Opened JFCOM, Designation-Systems, NASM, FR, Air Force Magazine, Smithsonian. Explicitly refused to treat Powell’s February 2003 27 June 2002 claim as a June 2002 public event. No Wikipedia-only Iraqi-UAV pages used.
