### BLUF

July’s consumer file is a category-wide communications listing, not a brand ban, plus an unopened community claim that a Pittsburgh court put Vector’s infrastructure under a receiver. Existing FCC authorizations stand. PA AG v. Digital Dream Labs remains open. Neither event is a home-SKU injury.

## 01. FCC Covered List adds foreign-produced advanced robotic devices — not a Unitree ban

*Event / publication dates: National Security Determination 27 July 2026; PSHSB Public Notice DA 26-786 released 28 July 2026*

**Product class.** Emerging general-purpose / humanoid home robots; consumer quadrupeds; other ground-mobile consumer robots above the stated weight and connectivity thresholds. Fixed industrial arms and medical robots are excluded on the law-firm readings of the NSD.

**Verified record — [Fact — A1 / B2]** On 28 July 2026 the FCC Public Safety and Homeland Security Bureau announced, by Public Notice **DA 26-786** (WC Docket 18-89, ET 21-232, EA 21-233), the addition of **foreign-produced advanced robotic devices** (and, separately, foreign-produced power inverters) to the Covered List maintained under Section 2 of the Secure and Trusted Communications Networks Act of 2019. The Covered List page, as indexed, carries the robotics entry dated 28 July 2026: “Foreign-produced advanced robotic devices, except advanced robotic devices which have been granted a Conditional Approval by DoW.” Official FCC HTML for the Public Notice and the Covered List page **timed out or returned Access Denied** in this collection — the same gap noted in the decade trust bulletin. Existence of the document landing page, docket numbers, DA number, and the 28 July list entry is confirmed from the FCC search index and from contemporaneous law-firm explainers that quote the Notice.

Law-firm explainers opened here (B2): the listing implements a 27 July National Security Determination; Covered List equipment may not receive a new FCC equipment authorization, so **new models** of covered ground robots — humanoids, quadrupeds, AMRs, other wheeled or tracked platforms — cannot be imported, marketed, or sold in the US without DoW Conditional Approval. **Already-authorized models remain.** Scope, as summarized: ground-based mobility; operation at a distance / on sensor data; combined weight of device plus dock > 4.4 lb; environmental sensor + network connectivity ≥ 200 kbps + navigation / perception / C2 software. Exclusions summarized: connected vehicles, rail, UAS, UUVs, FD&C Act § 513 devices, fixed stationary industrial robots. “Foreign-produced” is defined by the Buy American Act “domestic end product” test (48 CFR § 25.101(a)), not by a named-entity list. OET issued a same-day waiver (DA 26-789, per Sidley) for certain Class I/II software and firmware updates on already-authorized units. **Threat landscape.** A national-security communications listing on the hardware provenance of networked ground robots, including consumer household robots above 4.4 lb. It is not a Sense / Move / Act safety standard and not a home-humanoid CPSC rule. Existing authorized fleets are not recalled. New foreign-produced models face an authorization wall.

## 02. Community claim of a 9 July DDL receiver — C3; PA AG case still open

**Product class.** Toy / entertainment robots; educational / programmable kits (Vector, Cozmo, Butter)

**Verified record — [Fact — B1 on the AG case as previously filed; C3 on the receiver]** The Pennsylvania Attorney General’s September 2024 action against Digital Dream Labs and Harold Jacob Hanchar, Allegheny County CCP **GD-24-010283**, alleged about 14,000 prepaid Vector 2.0 / Cozmo 2.0 / Butter orders (November 2020–January 2024), most unfulfilled, payments $147–$655, combined sales greater than $4 million, and violations of the FTC Mail Order Rule (16 C.F.R. § 435.2) plus PA UTPCPL. No judgment, settlement, or consent decree was found on the public record in this window. A live attorneygeneral.gov release was not re-opened this month; the 2024 CBS Pittsburgh / PennLive accounts remain the B1 secondary spine. A community docket-reader, 11 July 2026, claims that on **9 July 2026** Judge Daniel D. Regan of the Court of Common Pleas of Allegheny County appointed attorney John J. Richardson (Bernstein Burkley) as a temporary receiver over Digital Dream Labs and Anki digital assets in a **separate** matter, **GD-25-013191** (Hanchar pro se v. Brian Swingle and Dmitriy Ksendzovsky; Capital Foundry Funding intervening), with exclusive control of GitHub, IONOS hosting, domains, subscription billing, and customer data, and that the receivership is temporary pending the older Capital Foundry case GD-22-008335. The author states the 9 July order PDF is the basis of the article. **This collection did not retrieve that PDF.** Grade **C3** until the order is opened. **Threat landscape.** A successor that inherited a beloved kinematic object and sold the next generation as a prepaid future. If a receiver exists, existing Vector owners sit on infrastructure whose legal custody is contested in the same county as the AG case. That is Control Fabric as an invoice and a server account, not a moving blade.
