## 01. Spider’s Web — 117 FPV, five bases, truck-borne sheds

**Verified record — [Fact — A1]** Reuters, from a Ukrainian security official and SBU’s own acknowledgment: explosive-laden drones were concealed in the roofs of wooden sheds, loaded on trucks, driven to the perimeter of Russian air bases, and launched when the roofs were lifted by remote mechanism. Zelenskyy said he supervised the operation, that it took “one year, six months and nine days,” and that 117 drones were used. SBU claimed 34 percent of cruise-missile carriers put out of action and later circulated a $7 billion damage figure and “more than 40” aircraft; those last two numbers remain Ukrainian claims. BBC verified video of damaged aircraft at Olenegorsk (Murmansk) and Belaya (Irkutsk). Capella radar imagery circulated showing at least four badly damaged or destroyed bombers at Belaya. **Threat landscape.** Strategic bombers were hit by FPV that never crossed the border as aircraft. The trust failure is the perimeter and the truck, not the AD belt.

## 02. EO 14307 and EO 14305 — 6 June authorities

**Verified record — [Fact — A1]** President Trump issued Executive Order 14307 directing support to the American drone industry and the arming of U.S. warfighters with modern small UAS (title and numbering as later cited in the 10 July SecDef memorandum). The same day, EO 14305, “Restoring American Airspace Sovereignty,” was issued (later cited as authority in the 27 August JIATF 401 memo). The June facts are the signatures; the implementing memos are not yet this month’s paper. ## 03. GAO: Orca / XLUUV may never be a program of record

**Verified record — [Fact — A1]** GAO wrote that after eight years and approximately $885 million it is now unclear whether the Navy will transition the Extra Large Unmanned Undersea Vehicle to a program of record, “because there are no clear requirements that the XLUUV can meet within current budget constraints.” Boeing was selected in 2019; the first prototype was received in 2023; five prototypes are now expected by the end of 2025 — a three-month slip versus last year’s estimate and years late versus the original plan. ## 04. Tallinn pitch day — fiber-optic FPV C-UAS

**Verified record — [Fact — B1]** NATO ACT and JATEC held the Innovation Challenge pitch for fiber-optic FPV countermeasures in Tallinn on 20 June. Defense News previewed the event on 12 June: detection ≥500 m, day and night, mass <100 kg, cost ≤$100,000; a possible prototype phase July–October. The challenge is discovery, not a contract. ## 05. Geran-3 wreckage enters the public ledger

**Verified record — [Fact — B2]** Militarnyi and subsequent Ukrainian technical reporting place the first public Geran-3 wreckage in early June, with a late-June airframe bearing serial U-36. That is the first open serial for the jet one-way type. HUR had warned in February that Russia was standing up a Shahed-238 analogue with Tolou-10/13-class turbojets.
