**Verified extract — [Fact — A1]** Robert Stanton reported that as Montgomery County Sheriff's Office prepared to fly a $300,000 ShadowHawk unmanned helicopter bought from Vanguard Defense Industries with federal homeland-security grant funds, ACLU of Texas spokeswoman Kirsten Bokenkamp said drones raise Fourth Amendment search-and-seizure problems because "the technology moves so quickly and the interpretations of the Fourth Amendment are failing to keep up." She said drones take the place of "good old-fashioned detective work" and allow "more pervasive surveillance." Chief Deputy Randy McDaniel said uses would be public safety — lost-person recovery and fire — and warrant-service surveillance, not vehicle tracking (manned helicopters would still do that). He said the 50-pound drone could later carry nonlethal Tasers or a bean-bag gun, and called it "merely a more cost-effective manner of using air resources." HPD spokesman John Cannon said Houston had tested an unmanned drone over Waller County in 2007 then dropped the plan: "We don't have one nor are we considering purchasing one."
