January is the first full month of a live hobbyist identity layer: Part 48 took effect 21 December, the $5 fee was waived through 20 January, and by early January FAA Administrator Huerta was already citing about 181,000 aircraft registered — against a Christmas-season sales estimate the December IFR had put at hundreds of thousands.
