## Executive read

### BLUF

October made cheap one-way air and cheap one-way sea the same week’s problem: on the 10th Ukraine counted 84 cruise missiles and 24 UAVs (13 of them Shahed-136) against the grid, and on the 29th Russia said nine UAVs and seven maritime drones hit Sevastopol — a Geran campaign and a USV first in one month.

### Key judgments

1. **[Assessment — high confidence]** Ukrainian General Staff (10 October, 14:00): 84 cruise missiles, 24 UAVs including 13 Iranian Shahed-136; 56 targets destroyed including 43 missiles and 13 UAVs (10 kamikaze). Zelenskyy: “Dozens of missiles and Iranian Shaheds” at energy and people.
2. **[Assessment — high confidence]** 29 October: Russian MoD — seven autonomous maritime drones and nine UAVs in a “terrorist attack” on the Black Sea Fleet; claimed all air targets destroyed, four USVs outer, three inner; minor damage to minesweeper *Ivan Golubets* and a boom. Video shows USVs running at a Grigorovich-class frigate.
3. **[Inference — moderate confidence]** Sevastopol is the month’s new trust object: a harbor is no longer safe because the attacker can be a skiff-sized unmanned hull.

### Analytic labels

- **Fact** — verified reporting or primary record
- **Assessment** — analytic judgment
- **Inference** — reasoned but not directly observed
- **Uncertainty** — unresolved information gap

### Source grades

- **A1** — authoritative primary record / directly confirmed
- **B1–B2** — generally reliable and corroborated
- **C3** — useful but requires caution

## 01. 10 October — 84 missiles, 24 UAVs, 13 Shahed-136

*Event / publication dates: 10 October 2022; Ukrainska Pravda, Al Jazeera, CNN, Guardian*

**Verified record — [Fact — B1]** Ukrainska Pravda quoting General Staff as of 14:00: 84 cruise missiles, 24 UAVs, 13 of them Iranian Shahed-136; 56 targets destroyed — 43 cruise missiles and 13 UAVs (10 kamikaze). Al Jazeera: Zelenskyy video — “Dozens of missiles and Iranian Shaheds”; two targets, energy and people; PM: 11 major infrastructure targets in eight regions. CNN: 84 missiles, 43 neutralized; 24 attack drones, 13 destroyed; heaviest in months; playground crater. Guardian: Kremlin framed as response to Kerch Bridge. Fetched: https://www.pravda.com.ua/eng/news/2022/10/10/7371207/ ; https://www.aljazeera.com/news/2022/10/10/dealing-with-terrorists-zelenskyy-says-as-russia-pounds-ukraine ; https://www.cnn.com/2022/10/10/europe/ukraine-kyiv-missile-strikes-russia-intl

**Threat landscape.** One-way UAVs are now a grid weapon, mixed with cruise missiles to soak C-UAS. Trust is interceptor inventory vs $20k airframes.

**Intelligence assessment.** [Assessment — high confidence] 10 October was a mixed missile/Shahed raid on energy. [Uncertainty] Civilian vs military aimpoints inside the official Russian line.

**Opportunity.** Ukrenergo damage table.

**LRRK relevance.** Campaign / Kestrel / Sense-Move-Act. Passport: 84 / 24 / 13, 10 October, Kerch pretext.

**Confidence.** High on the GS counts as claims.

## 02. 29 October — Sevastopol USV + UAV

*Event / publication dates: 04:20 local 29 October; ISW, Naval News, Kyiv Independent 29–30 October*

**Verified record — [Fact — B1]** ISW 29 October: social-media footage of USVs striking at least one Grigorovich-class frigate; smoke; air defense engaging. Russian MoD: seven maritime drones, nine UAVs; “terrorist attack”; all air targets destroyed; four USVs outer roadstead, three inner; minor damage *Ivan Golubets* and south-bay barrier. A similar USV had appeared on a Crimea beach 21 September. Ukraine had not claimed as of ISW’s publication. Naval News: kamikaze USVs open a new naval-warfare era; footage of a frigate (possibly *Admiral Makarov*) and an MCM. Kyiv Independent / GeoConfirmed: only *Admiral Makarov* matches the class in BSF; 6–8 ship drones. Fetched: https://understandingwar.org/research/russia-ukraine/russian-offensive-campaign-assessment_29-23/ ; https://www.navalnews.com/naval-news/2022/10/analysis-ukraine-strikes-with-kamikaze-usvs-russian-bases-are-not-safe-anymore/

**Threat landscape.** Harbor C2 vs a USV with a camera and a charge. Grain-deal ships were the Russian political overlay (MoD said attacked ships were securing the corridor).

**Intelligence assessment.** [Assessment — high confidence] A combined UAV/USV raid on Sevastopol occurred. [Inference — moderate confidence] A Grigorovich-class was hit harder than MoD admits. [Uncertainty] Starlink/C2 path not in these 29 October pieces as proven Fact.

**Opportunity.** The beach-USV teardown from 21 September.

**LRRK relevance.** Campaign / Kestrel / Sense-Move-Act / Lab. Passport: 7 USV, 9 UAV, *Ivan Golubets*, 04:20, Sevastopol.

**Confidence.** High on the raid; moderate on ship damage.

## 03. Grain deal — Russia suspends after Sevastopol

*Event / publication dates: 29–31 October 2022 (widely reported that weekend)*

**Verified record — [Fact — B2]** Contemporaneous weekend reporting ties the Sevastopol raid to a Russian suspension of the Black Sea grain initiative. Mechanism and duration are political; the kinematic trigger is the 29 October raid. Fetched: https://understandingwar.org/research/russia-ukraine/russian-offensive-campaign-assessment_29-23/

**Threat landscape.** Unmanned sea Act is now a food-corridor Control Fabric.

**Intelligence assessment.** [Assessment — moderate confidence] Moscow used the raid as the suspend pretext. [Uncertainty] How long the suspend lasts past October.

**Opportunity.** The MoD suspend statement text.

**LRRK relevance.** Control Fabric / Campaign.

**Confidence.** Moderate.

## 04. Non-Ukraine: Remote ID discretion still runs to 16 December

*Event / publication dates: 12 September FR policy*

**Verified record — [Fact — A1]** FAA discretion through 16 December 2022 stands. Fetched: https://www.govinfo.gov/content/pkg/FR-2022-09-12/pdf/2022-19644.pdf

**Threat landscape.** Civil identity vs combat one-way: still two fabrics.

**Intelligence assessment.** [Assessment — high confidence] No October change fetched.

**Opportunity.** Declaration tally.

**LRRK relevance.** Control Fabric.

**Confidence.** High.

## 05. Shahed as a campaign, not a one-off

*Event / publication dates: 13 September first wreckage; 10 October mass mix; further October raids in open tallies*

**Verified record — [Fact — B2]** 13 September Kupiansk plus 10 October 13-Shahed count establish a campaign. Further October raid numbers exist in Ukrainian tallies not all fetched here. Fetched: https://www.reuters.com/world/europe/ukraine-shoots-down-iranian-made-drone-used-by-russia-defence-ministry-2022-09-13/ ; https://www.pravda.com.ua/eng/news/2022/10/10/7371207/

**Threat landscape.** C-UAS ammunition vs cheap delta wings is the winter math.

**Intelligence assessment.** [Assessment — high confidence] Shahed is now a campaign weapon. [Uncertainty] Monthly launch totals.

**Opportunity.** A November GS table.

**LRRK relevance.** Campaign / Kestrel.

**Confidence.** High on campaign status.

## Forward indicators

Ranked watchlist as of the collection cutoff (what a Watch desk would have monitored next).

1. Next Sevastopol-class USV raid and BSF basing shift.
2. Shahed vs winter grid.
3. Grain-deal restart terms.
4. Iranian production / Russian assembly.
5. 16 December Remote ID discretion cliff.

> **Collection integrity.** Pravda/Al Jazeera/CNN 10 October fetched. ISW/Naval News 29 October fetched. MAGURA V5 name is a later public brand and is not used. Starlink-on-USV later analysis excluded. No USV construction plans. No Shahed firmware.
