October sat between a September definitions-and-delivery month and a November production-and-payload month: Oceans 2003 put UOES, Bahrain accuracy, and a containerized REMUS 100 on the engineering record, while the IED fight was pulling ground robots toward EOD faster than opened October dailies were willing to count.

**Verified record — [Fact — B1]** Yamauchi, “PackBot: A Versatile Platform for Military Robotics” (opened): CHARS (Chemical weapons, Hazardous gas, And Radiation Sensor) was a 45-day rapid development for a payload deployable immediately to Iraq; funded by SPAWAR under RS JPO; four PackBots with CHARS delivered to RS JPO and deployed to Iraq in November 2003.
