Hundreds at the conference carried their own drones. Michel Barnier had told French journalists in July that Europeans should make their own drones rather than rely exclusively on U.S. and Israeli ones. UK officials had granted permission to more than 130 companies and government agencies (Aerospace America). FAA had issued about 1,400 police/government permits. Civilian airspace reportedly opening in Europe by 2016 and the U.S. by 2015. Mike Winn (Drone Deploy) said a drone can be made for $500. FAA tried to fine Pirker $10,000 for operating a drone in Charlottesville, Va., in October 2011; his lawyer called it a five-pound styrofoam radio-controlled model airplane. Roman Pirozek, 19, died the previous month in Brooklyn when a remote-controlled helicopter hit him in the head. EPIC’s Amie Stepanovich said drones “usher in a new age of physical surveillance.” Named makers/users: 14-year-old Riley Morgan; Russell de la Torre; German phone-equipment anti-theft drones.
